지역혁신시스템(RIS)의 주체 간 통섭작용 연구- 부안군 오디‧뽕산업 혁신네트워크 구축 사례를 중심으로 - (The consilience between the innovative actors of Regional Innovation System : A case study of Buan mulberry industry regional innovative networks)

초록

Each country in Europe, which experienced over-concentration of the Capital region and rural depopulation caused by centralized growth policy and regional development policies, has constructed the regional industrial cluster by stages since the late 20th century for regional innovation. In fact, each Korean provincial government establishes specialized development strategies to cope actively with this changing circumstances. Recently, local rural areas are raising the profile of their own and attempting diverse renovation through mutual cooperations. In particular, Regional Innovation System based on the Theory of innovation milieu by GREMI group in Europe is centered in this direction of policy. This system stresses the establishment of organic networks and interaction among innovators. This study examined the innovators’ activity contents and the process of network creation by analyzing the case of Buan mulberry industry cluster in Jeonbuk, Buan. This study especially assured that the close innovative networks in the region were formed by the integrated networks converged the process of produce, manufacture, marketing, distribution and culture and tourism experience. In addition, this innovative networks could overcome the limitations and secure new growth engine through the open networks with the external innovators. Now, the agricultural markets should prepare the practical measures facing the market-opening. The attention and effort of korean government can restore vital power of rural community. In particular, it should develop the competitive specialized products and execute innovative agricultural policies. In this respect, this study highlights the mutual help, cooperative spirit, equal and mutual benefit as agricultural virtues and expects these virtues to settle future agricultural values.
