뉴스 빅데이터 분석을 통한 지방출자출연기관 동향에 관한 연구: 지방출자출연법 개정 시점을 중심으로 (Research on the Trends of Local Government-funded Agency via Analysis of News Big Data)

초록

본 연구는 지방자치단체 출자출연 기관의 운영에 관한 법률 및 동법 시행령, 그리고 지방자치단체 조례에 따라 운영되고 있는 지방출자출연기관에 대한 뉴스 빅데이터분석을 수행하여 동향을 파악하고, 건전한 지방공공기관 생태계 조성을 위해 나아갈 길을 제안하고자 한다. 구체적으로 한국언론진흥재단에서 제공하는 뉴스 빅데이터 서비스인 빅카인즈(Big Kinds)를 활용하여 지역종합지 및 중앙지에 보도된 지방출자출연기관 관련 뉴스기사의 월별 트렌드 및 관련 연관어 분석을 수행한다. 전국을 6개 권역으로 나누어 뉴스 빅데이터를 분석한 결과, 모든 권역에서 높은 빈도로 관측된 지방자치단체명을 제외하면, 우선 수도권의 경우 생활임금, 정규직 전환 등 근로환경 정책과 관련한 연관어가 관찰되었다. 강원권의 경우 채용비리, 경영평가와 관련된 연관어가, 충청권의 경우 신규 재단 설립 관련 외에 출연기관 운영상의 문제와 관련한 연관어가 제시되었다. 영남권에서는 단체장 사퇴에 따른 인선 관련 보도와 지방공공기관 혁신과 관련된 연관어가 관측되었다. 호남권에서는 기관 설립과 관련된 보도, 기관의 운영 개선 및 책임경영 관련한 연관어를 살필 수 있었고, 제주권의 경우 출자출연기관의 방만경영 등 부정적 키워드가 다수 나타났다. 한편 중앙지의 경우 뉴스의 지역분야 비중이 낮아 지역종합지가 지역의 특수성을 잘 반영함을 보였다. 이러한 분석결과를 바탕으로 건전한 지방공공기관 생태계 조성을 위하여 첫째, 지방출자출연기관에서 근무하는 임직원들의 높은 책임의식 필요, 둘째, 지방정부의 지방출자출연기관 설립에 관한 신중한 접근과 운영 기준 마련 필요, 셋째, 공공기관에 대한 국민들의 주인의식 고취 필요 등을 시사점으로 제시한다.

영어초록

In this study, news big data analysis was performed on local government-funded institutions operated in accordance with the Act on the Management of Local Government-funded Institutions, the Enforcement Decree of the same Act, and local government ordinances to identify trends of them, and suggest a way forward to create sound ecosystem of local public institutions. Specifically, we analyzes monthly trends and relevant words of news articles related to local government-funded organizations reported in regional and central newspapers by using Big Kinds, a news big data service provided by the Korea Press Foundation. As a result of analyzing news big data by dividing into six regions, in the case of the metropolitan area, relevant words related to working environment policies such as living wage and conversion to regular workers were observed, except for the names of local governments that were observed with high frequency in all regions. In the case of Gangwon area, relevant words related to hiring corruption and management evaluation were presented, and in the case of Chungcheong area, relevant words related to the operation of the funded institution in addition to the establishment of a new foundation were presented. In the Yeongnam region, reports related to recruitment following the resignation of the group head and relevant words related to innovation in local public institutions were observed. In the Honam region, it was possible to examine the reports related to the establishment of the institution, and relevant words related to the improvement of the institution's operation and responsible management. In the case of Jeju area, there were many negative keywords such as lax management of local government-funded institutions. On the other hand, in the case of the central paper, the proportion of regional news was low, indicating that the regional comprehensive paper reflected the specificity of the region. Based on these analysis results, this paper suggests the following implications for the creation of a healthy local public institution ecosystem. First, the employees working at the local government-funded institution need to have a high sense of responsibility. Second, the local government needs to take a cautious approach for the establishment of the local investment-funded institution and prepare detailed operating standards for them. Third, it is necessary to inspire the public's sense of ownership toward public institutions.
