인공지능과 빅데이터를 활용한 해외 디지털 고용서비스 사례분석 (Analysis of Overseas Digital Employment Services Using Artificial Intelligence and Big Data)

초록

이 연구의 목적은 디지털 고용서비스의 개념과 일자리 서비스 분야에서 효과적인 디지털 트랜스포메이션을 위한 인공지능과 빅데이터의 활용에 대해 논의한다. 공공복지의 증진을 위한 실업급여, 취업 지원, 고용안정, 직업능력개발, 구인기업지원을 위해 해외 고용서비스의 디지털화 사례를 분석하여 우리나라의 고용서비스의 디지털 최적화하기 위한 정책적인 시사점을 제공하고자 한다. 독일의 디지털 고용서비스는 software, data, private cloud, 정보보안 security, performance 증대를 추구한다. 미국은 민·관 파트너십에 의한 National Labor Exchange의 서비스를 운영한다. 벨기에의 디지털 고용서비스는 일자리 매칭프로그램 Talnet API 제공, 경력설계 Jobbereik, 경력관리 My Career를 제공한다. 영국은 ‘digital by default’라는 전략을 가지고 통합도메인(GOV), 통합급여(UC)시스템을 구축해 제공한다. 호주는 고용부가 민간업체 전면 위탁하여 취업을 위한 통합 서비스를 제공하고 있다. 프랑스는 서비스의 수용 충족을 위해 행정서비스를 간편화하고 개인 맞춤 서비스를 제공하고 있다.
이 연구 결과를 통해 우리나라 디지털 고용서비스를 의한 제언을 하고자 한다. 첫째, 개인 맞춤형 고용서비스를 제공하기 위해 AI 기술과 빅데이터를 활용한 개인 프로파일링이 필요하며, 이를 위해 온톨로지 시스템과 기관별 네트워크 체계의 지원이 필요하다. 둘째, 지역 간 정보 공유를 위해 데이터 공유 네트워크를 구축하여 지역별 특성이 반영된 데이터가 활용될 수 있도록 지역 간 공동 지원 및 운영체제가 요구된다. 셋째, 기업의 매칭 서비스 개선을 위해 데이터 정합성을 향상, 구직자와 구인자의 정보를 실시간으로 공유할 수 있는 시스템이 필요하다. 이러한 방안들을 통해 디지털 고용서비스의 활용도를 증대시키고, 고용서비스의 질 향상을 위한 정책적 지원이 필요함을 제언하고 있다.

영어초록

The purpose of this study was to compare the utilization of artificial intelligence and big data for effective digital transformation in the concept of digital employment services and the field of job services among avanced countries. It aims to provide policy implications for optimizing digital employment services in South Korea by analyzing digitalization cases of overseas employment services for the promotion of public welfare, including unemployment benefits, job placement support, employment stability, vocational skill development, and support for recruiting companies.
In Germany, digital employment services focus on software, data, private cloud, information security, and performance enhancement. The United States operates the National Labor Exchange service through a public-private partnership. Belgium provides a job matching program called Talent API, career planning service called Jobbereik, and career management service called My Career. The United Kingdom adopts a "digital by default" strategy and offers integrated domain(GOV) and integrated payment(UC) systems. Australia provides integrated services for employment by outsourcing them to private companies under the supervision of the Department of Employment. France simplifies administrative services and offers personalized services to meet the needs of service recipients.
Based on the findings of this study, recommendations for digital employment services in South Korea are proposed. Firstly, to provide personalized employment services, it is necessary to utilize AI technology and big data for individual profiling, supported by ontology systems and network infrastructure for inter-agency collaboration. Secondly, to facilitate information sharing between regions, a data-sharing network should be established to ensure the utilization of region-specific data, requiring collaborative support and operational systems across regions. Thirdly, to improve job matching services, enhancing data compatibility and implementing a real-time information sharing system between job seekers and employers are necessary. These measures aim to enhance the utilization of digital employment services and suggest policy support for improving the quality of employment services.
