“서민”은 복지확대를 지지하는가?: 비계급성과 비일관성 명제를 넘어서 (Does “Seo-min” support for the expansion of welfare state?: Beyond the thesis of the insignificance of class difference and the inconsistency in the welfare attitude)

초록

1997년 외환위기 이후 경제적 불안정성이 증가하면서 스스로를 중산층과 구분하는 “서민”이 증가하고 있다. 이 연구는 빈곤층과 중산층 사이에 있는 독자적인 계층범주로 서민범주를 설정하여 계층과 복지태도의 관계에 대해 탐구했다. 분석에 사용된 자료는 2013년 <서민에 대한 조사>로서 전국적 대표성을 갖는 표본이다. 첫째, 잠재집단분석을 통해 복지태도는 ‘친복지-친증세’, ‘친복지-반증세’, ‘미온적’ 태도의 3가지 태도로 분류되었다. 이 세가지 복지태도 유형을 종속변수로 하여 다항 로지스틱 회귀분석을 실시했을 때 계층은 유의미한 영향을 미치는 것으로 나타났으며, 계층 지위가 낮을수록 친복지-친증세 집단에 속할 가능성이 높게 나타났다. 반대로 계층적 지위가 높을수록 복지태도가 미온적이다. 중산층과 비교했을 때 서민은 친복지-친증세 태도를 보일 가능성이 높다. 우리의 발견 중 주목할 만한 것은 계층 지위가 낮을수록 친복지-반증세 집단에 속할 가능성도 높게 나타났다는 점이다. 경제적 여력이 없을수록 복지는 지지하지만 증세, 담세는 지지하지 않는 것이다. 또, 세금이 불공평하다고 생각할수록 친복지-반증세 태도를 보였다. 경제적 하층의 친복지-반증세 태도를 편익은 취하고 비용은 피하려는 “비일관성”으로 보기 어려움을 보여주는 증거이다. 결론에서 담세능력과 세금공평성을 고려한 정책대안을 모색할 필요가 있음을 제안했다.

영어초록

With the ever increasing economic insecurities since 1997 crisis, the Korean society has experienced the surprising increase in the proportion of people who consider themselves as belonging to “Seo-min”, a Korean traditional term which has long been used to refer to ordinary people who are not rich nor in power. Paying attention to the increasing subjective Seo-min, this study explored the influences of social strata on people’s welfare attitudes with assuming Seo-min as an independent social stratum located between the poor and the middle class. It employed the data collected from the 2013 Survey on the Seo-min, which was conducted on the 1,500 adults across the country except Jeju Province.
On the basis of the result of Latent Class Analysis (LCA), the study found people’s welfare attitudes could be categorized into three groups: something with tax (SWT, that is pro welfare expansion and pro tax increase); something for nothing (SFN, that is pro welfare expansion but anti tax increase); and lukewarm (LUK, that is half-hearted to both). It also discovered from the multinomial logistic analysis the significant influences of social strata on welfare attitudes, with the lower the social strata, the stronger the support to both the expansion of social policy and the increases of taxes. However, it found that people from the lower strata showed the higher probabilities to belong to SFN. This finding shows that while the people from lower strata including Seo-min express stronger support for the expansion of welfare policy, they also exhibit attitudes against the tax increase because they cannot afford to do that. Most of people from lower strata were also found to have much negative opinions about fairness of tax. These findings shows that SFN type of welfare attitude might well be interpreted as consistent emanated from both the lack of economic capacity and the negative perception on tax fairness rather than as inconsistencies resulting from the self-interested concerns. In conclusion, the study suggested the necessities of tax reform aiming at improving the fairness of tax.
