일본의 사업분류(事業仕分)에 관한 연구- 지방자치단체 재정개혁 수단의 가능성 검토를 중심으로- (A Study on budget screening in Japan -With focus on Feasibility Study of the Means of Local Government's Financial Reform-)

초록

사업분류는 일본 민주당이 정권창출 초기에 재정개혁수단으로 도입된 제도로 예산편성과정에서 외부의 시각과 공개성을 중시하면서 재정사업을 평가하는 제도이다. 중앙정부는 모든 재정사업에 실시하는 행정사업리뷰제도로 발전시켜 실시하고 있으며, 지방자치단체에서는 다양한 사업분류 형태로 광범위하게 활용하고 있다. 본 논문은 일본의 사업분류에 관하여 중앙정부와 지방자치단체로 나눠서 고찰함으로써 우리나라 재정제도에 주는 시사점을 다음과 같이 도출하였다.
첫째, 정치체계의 차이로 인하여 일본의 사업분류를 우리나라 예산편성과정에 그대로 적용하는 것은 한계가 있지만, 국민에게 중대한 영향을 주는 국책사업의 예산에 한하여 부분적으로 공청회 및 외부평가의 요소를 반영하는 것은 가능하다.
둘째 행정사업리뷰는 5,000개 넘는 국가재정사업 전체로 확대하여 사업분류를 실시한 것으로, 전년도 예산집행 상황을 점검하여 그 결과를 다음 연도 예산편성에 반영하도록 PDCA 사이클의 구체화를 도모하였다는 평가를 받는다. 우리나라에서도 성과관리체계와 예산관리체계를 통합하여 전년도 예산평가 결과를 다음 연도에 곧 바로 반영하도록 하는 시스템을 구축하려는 움직임이 있는데 일본의 사례를 참고할 만하다.
셋째 일본의 지방자치단체들이 재정적자가 심각해지는 상황에서 사업분류를 지방자치단체의 재정개혁 수단으로 활용했다는 점에서 우리나라 지방자치단체에 시사하는 바가 크다. 일본은 지방자치단체의 규모 및 목적에 따라 전체적 사업분류, 선택적 사업분류, 주민참여 사업분류, 의회참여 사업분류 등으로 활용하고 있는데, 지방자치 단체의 사업분류의 활용가능성은 중앙정부보다 크다고 할 수 있다.
넷째 주민참여 및 의회활성화 측면에서도 시사하는 바가 크다. 우리나라 주민참여예산제도는 예산편성에 한하여 주민이 참여하는 것에 비하여 일본의 사업분류는 지방의회, 행정, 주민들이 협조하는 방식으로 활용하고 있다는 점에서 의미하는 바가 크다.

영어초록

Budget Screening is the system introduced by the Democratic Party of Japan in their early creation of the government as a means of financial reform, and this system evaluated the finance program while putting emphasis on the outside views and disclosure in the process of budge compilation. The central government is carrying out this system by developing it into government program reviews system which is implemented on all finance programs while local governments are making use of budget screening extensively in a variety of forms.
This paper deducted the implication to the system of public finance in Korea as follows by considering the budget screening of Japan by dividing it into the central government and local governments: First, there is a limit in applying Japan's budget screening to our country's budget compilation process as it is due to the difference in political system, but it's possible to partially reflect the factors of public hearings and outside evaluation only in the national program that has an important influence on the people,Second, government programs review implements budget screening by expanding it into the whole of more than 5,000 cases of national finance programs, and this review receives the evaluation that it serves to actualization of PDCA cycle to make it possible to reflect the results of inspecting the budget execution situation of the previous year in the budget compilation for the next year. There is also a sign of movement aiming at constructing the system by integrating the performance management system with budget management system, which makes it possible to directly reflect the result of the previous year budget evaluation in the next year budget in Korea, and on this occasion, it's worthwhile to refer to the cases of Japan.
Third, local governments in Japan give many suggestions to the counterparts in Korea in that they make use of budget screening as a means of the financial reform of local governments in a situation where their budget deficit is becoming serious. Japan is making use of budget screening as overall budget screening, optional budget screening, and citizen participatory budget screening, and participatory Diet budget screening, etc. according to the size and purpose of local governments, and it might be safe to say that local governments' applicability of budget screening is larger than the central government.
Fourth, Japan's budget screening is very suggestive even from the aspect of their citizen participation and Diet revitalization. Our country's civil participatory budget system is restricted to budget compilation while Japan is using budget screening through the cooperative local councils, administration, and residents, which means a lot.
