중국 단둥 변경경제합작구 입지 기업의 네트워크 분석: 북·중 접경지역 단둥 계측기 및 계기판산업 클러스터 사례를 중심으로 (Analyzing Firms’ Networks in the Dandong Border Economic Cooperation Zone in China: The Case of Dandong Instrument Industrial Cluster in Border Region between North Korea and China)

초록

본 논문의 목적은 중국의 일반 경제개발구와 달리 지정학 및 지경학적 전략이 교차하는 접경지역에 입지한 단둥 변경경제합작구(border economic cooperation zone; BECZ) 기업 네트워크의 특성을 분석하고자 한다. 이를 위해 본 연구는 단둥 변경경제합작구에 입지한 10대 산업클러스터 현황 및 유형 분석을 통해 가장 대표적인 산업클러스터를 도출하여 이 클러스터에 입주한 기업 유형별 네트워크의 특성을 분석하고자 한다. 10대 산업 클러스터는 크게 세 가지 유형 - 1) 전통 주력산업 기반 클러스터(traditional major industrial-oriented clusters), 2) 전통 주력산업 파생 클러스터(traditional major industrial-derived clusters), 3) 신생산업 클러스터(new industrial clusters) - 으로 구분될 수 있다. 전통 주력산업 기반 클러스터를 제외한 클러스터는 실질적으로 클러스터로서 기능을 못하고 있으며 명목적으로만 존재하는 것으로 나타났다. 그리고 전통 주력산업 기반 클러스터에서 가장 규모가 크고 북·중 접경지역의 특성이 잘 나타나는 클러스터는 계측기 및 계기판산업 클러스터로 나타났다. 따라서 본 연구는 계측기 및 계기판산업 클러스터를 중심으로 입주 기업의 유형을 도출하고, 기업 유형별 네트워크의 특성을 분석하고자 한다. 분석 결과, 계측기 및 계기판 클러스터에 입주한 기업의 유형은 세 가지 - 현지 분사창업 기업(local spin-off firms from state-owned firms), 2) 현지 신생 기업(local new firms), 3) 외지 기업(non-local firms) - 로 구분될 수 있다. 각 기업 유형별 네트워크 특성은 다음과 같다. 첫째, 현지 분사창업 기업의 네트워크는 클러스터 형성의 주도적 역할을 한 현지 선도기업을 중심으로 전후방연계가 발달했다. 둘째, 현지 신생 기업의 네트워크는 조선 공인을 이용하기 위한 목적으로 형성되어 현지 전후방연계가 발달하지 않았다. 셋째, 외지 기업의 네트워크는 외지 기업 본사 중심의 전후방연계가 발달한 것으로 나타났다.

영어초록

The main aim of this research is to draw some characteristics of firm networks in the Dandong border economic cooperation zone(BECZ) located in a border region between North Korea and China by investigating backward and forward firm linkages in accordance with the type of firms. More specifically, it has attempted to focus on instrument industrial cluster among 10 industrial clusters comprised of the Dandong BECZ. 10 industrial clusters in the Dandong BECZ could be classified into three types; 1) traditional major industrial-oriented clusters, 2) traditional major industrial-derived clusters, 3) new industrial clusters. Among those clusters only traditional major industrial-oriented clusters has played a significant role as a cluster in the Dandong BECZ. The cluster which is well evolved and enable us to identify characteristics of cross border region between North Korea and China in traditional major industrial-oriented clusters has been the instrument industrial cluster. Therefore, it has attempted to classify the type of firms located in the instrument industrial cluster, and then analyze some characteristics of their networks. The type of firms located in the cluster could be divided into three; 1) local spin-off firms from state-owned firms, 2) local new firms, 3) non-local firms. The characteristics of their networks are as follows. Firstly, the main characteristic of local spin-off firms is local leading firms-centered networks. Secondly, the main feature of local new firms is that networks among local firms have not been developed, as the main reason for locating in the cluster is to use North Korea workers. Finally, the main characteristic of non-local firms is the headquarter of non-local firms centered networks.
