최근 고도화되고 있는 북한의 핵 위협을 극복할 수 있는 특단의 방안이 요구되는 상황이다. 본 연구는 한반도 및 주변 동북아 안보정세에 절대적 위협 요소인 북핵 개발 이슈와 관련하여 NPT와 IAEA의 기능과 역할의 한계점을 분석하고 이를 통해 근본적인 북핵 위기 대응을 위한 특단의 방안을 제안하고자 한다. 여전히 북핵 위협과 핵확산 억제력 부재에 직면하고 있는 한반도 위기상황에 대비하기 위해서는 한국이 주도적 역할의 중심에 있어야 한다. 나아가 장기적이고 선제적인 대응책 모색과 이를 실현하기 위한 정당성에 대한 주변국의 이해와 용인 확보가 무엇보다 중요하다. 이에 특단의 방안을 찾고자 분석한 결과, 북핵 개발 행위에 대한 NPT와 IAEA의 실효성 있는 제재조치가 극히 제한적이며 단순한 규범적 결의안 주장만 되풀이하는 등 극히 소극적 제재에 그쳤다. 따라서 실효성 있는 북핵 위협 해소를 제대로 처방하려면 핵비확산체제 규제 적용이 더욱 엄격하게 요구되고 이를 위반시 엄중한 국제적 제재조치가 발동되어야 한다. 이에 따라 기존의 북핵 해결의 접근법에서 확실하면서도 실효적인 해법이 요구된다.
본 연구는 절체절명의 북핵 위기 대응을 위한 특단의 방안으로 전술핵 재배치 또는 잠정적인 자체 핵 개발의 필요성을 제안하고자 한다. 지금까지 실효성이 미흡한 다자 또는 양자 간 대화나 협상, 또한 핵우산 제공과 한미 확장억제 조치 등에만 영원히 의존할 수는 없는 것이다. 고도화된 북핵 능력을 고려해 볼 때 기존의 접근방안 틀 속에서 벗어나야 할 때다. 따라서 근본적이고 실효적인 대응방안으로 북핵 위기를 극복해야 하며, 여기에서 파생되는 국제적 제재나 경제적 피해가 예상되지만 결국 국가 존립과 생존권 유지가 더 중요하다.

영어초록

There is a need for special measures to overcome the North Korean nuclear threat that has recently been advanced. This study aims to analyze the limitations of the NPT and IAEA's functions and roles in relation to the issue of North Korea's nuclear development, which is an absolute threat to the security situation on the Korean Peninsula and surrounding Northeast Asia, and to propose special measures to respond to the fundamental North Korean nuclear crisis. South Korea must be at the forefront of its role to prepare for the Korean Peninsula's crisis, which is still facing the threat of North Korea and the lack of deterrence against nuclear proliferation. Furthermore, it is of utmost importance to seek long-term and preemptive countermeasures and to ensure the understanding and tolerance of neighboring countries on the justification for realizing them. As a result of analyzing it in search of a special plan, effective sanctions by the NPT and IAEA against North Korea's nuclear development activities were extremely limited and only extremely passive, such as repeating simple normative resolutions. Therefore, in order to properly prescribe effective resolution of the North Korean nuclear threat, the application of nuclear non-proliferation regime regulations is required more strictly, and in case of violating this, severe international sanctions must be initiated. As a result, a clear and effective solution is required in the existing approach to resolving the North Korean nuclear issue.
This study proposes the need for tactical nuclear redeployment or provisional self-development as a special way to respond to the North Korean nuclear crisis. It is impossible to permanently rely on multilateral or bilateral dialogue or negotiations, as well as the provision of nuclear umbrellas and extended deterrence measures between Korea and the United States, which have previously been ineffective. It is time to break away from the framework of the existing approach given the advanced North Korean nuclear capabilities. As a result, the North Korean nuclear crisis must be overcome as a fundamental and effective countermeasure, and international sanctions and economic damage are expected, but national existence and maintenance of the right to live are ultimately more important.
