체계적으로 관리된 성폭력, 일본군 ‘위안부’ 제도 — 연합군번역통역부(ATIS) 심문 보고서를 통한 재고찰 (Systemically Controlled Sexual Violence, The Japanese Sexual Slavery: A Re-evaluation of ATIS Interrogation Reports)

초록

일본군 ‘위안부’ 연구에서 연합군이 생산한 자료들은 제한된 일본 자료를 보완하고, 일본군 ‘위안부’ 제도의 실체에 접근하도록 돕는 사료적 가치가 있다. 이 글은 연합군 자료의 외적인 맥락이 부재한 현실에서 아시아·태평양 전쟁 당시 대일 정보를 수집하고 생산한 조직 중 하나인 연합군번역통역부(ATIS)의 심문 보고서를 다루었다. ATIS라는 조직과 심문 보고서, 그리고 해당 문서가 연합군 내에서 배포되는 구조를 중심으로 일본군 ‘위안부’ 제도에 관한 기록과 이의 활용을 분석하였다. 이를 통해 일본군 ‘위안부’ 제도의 관리 주체는 명백하게 일본군이었고, 관리 대상이었던 ‘위안부’에는 국적은 현지여성뿐만 아니라 전쟁 지역과 멀리 떨어진 식민지 여성까지도 포함되어 있었음을 재확인할 수 있었다. 그리고 심문 보고서의 성병검사에 대한 언급을 통해 일본군 ‘위안부’ 제도의 본질이 일본군의 계획-관리 하에 이루어진 체계적인 성폭력임을 보여주었다. 즉, ATIS를 비롯한 연합군 자료는 일본군 ‘위안부’ 제도의 실체를 보여주며, 이 자료들을 통해 일본군 ‘위안부’ 제도를 확장된 시공간적 맥락 속에서 이해할 것을 제안한다.

영어초록

Kim Haksun’s judicial testimony as a “comfort women” victim marked forced sex slavery as a grave war atrocity the Japanese forces committed during the Asia-Pacific War. Since this testimony, researchers in various fields have detailed the multiple accounts of sex slavery, often simultaneously exposing evidence that the Japan government and its military forces manipulated a wide array of evidence. This includes testimonies from the victims and unofficial and official documents in the course of researching sex slavery. Yet, few if any research has been conducting on the characteristics of the organizations conducting interrogations and reviewing pertinent documents related to the atrocities. In this paper, I explore the structures and contents of the ATIS (Allied Translational Interrogation Section) interrogation reports in light of the features of ATIS within the Allied forces along with interrogation reports within ATIS documents. On the basis of this contextual information, I analyze Japanese forces systemic control of sexual slavery with a focus on four factors: the agent of the control, the subject of the control, the methods of the control, and the purpose of the control. As an exploratory work, this paper concludes that the Allied Forces written materials could be used for research on sex slavery not only because it provides evidence of the coercive features of the sex slavery, but also because the recognition of Allied Powers’ role in sex slavery during the war correlated with its lack of responsible consciousness in Japan throughout the post-war International Military Tribunal in the Far East. Moreover, I maintain that we can pursue the enhancement of women’s rights and peace through an understanding of features Japan’s systemic sex slavery as universal form of sexual violence in armed conflict and as a peculiar case of dehumanized behavior attributed with colonialism.
