성주류화 관점에서 본 한국 ODA 사업의 실행 (The Implementation of Korean ODA Projects in Terms of Gender Mainstreaming)

초록

한국을 비롯한 선진공여국들이 개도국의 성 평등과 여성역량강화를 위해 여성대상 사회개발 프로젝트사업을 실행하고 있지만, 어떤 사업들은 막대한 예산 투입에도 불구하고 여성주민들의 수용도와 효과가 크지 않다는 비판이 제기되고 있다. 이 연구는 개발원조 프로젝트사업의 그러한 문제점을 한국 ODA사업의 실행 측면에서 살펴본다. 한국 ODA 프로젝트사업 집행기관들은 성주류화를 통합한 사업의 기획과 실행을 주저하고 있다. 한국 ODA사업이 젠더에 대한 관심과 이해가 부족한 채 ‘몰성적(gender-blind)’으로 실시되고 있는 것은 첫째, 주요 여성정책이자 전략인 성주류화에 대한 인식과 관심 부족, 성주류화와 관료제와의 긴장 등에서 비롯된다. 둘째, 여성역량강화를 위해 실시되는 여성대상 교육, 캠페인, 홍보활동 등은 가시적인 사업효과는 적은 대신 인력과 수고가 많이 들어 비가시화된 채 축소되기 쉽다. 셋째, 사업의 성과를 인사제도에 연동한 성과주의 인사제도는 성주류화 조치들 가운데 달성하기 손쉬운 지표들을 선호하게 만들며 성과달성에 연연하는 성과주의를 유발한다. 성주류화전략을 사업의 모든 단계에 적용한 성인지적 사업이 제대로 실행되기 위해서는 여성대상 사업의 실행을 제한하는 ‘보이지 않는’ 구조가 바뀌어야 한다.

영어초록

This study reviews Korean ODA social development projects in terms of gender mainstreaming. Many donor countries, including Korea, implement social development projects for poor women in developing countries. Though they assign much budget for the results of the projects, there are many critics that women residents don't have much benefit from those projects and have little effect on the improvement of their livelihood. In such a context, this study examines why many Korean ODA social development projects have little effectiveness for a better life for women in terms of gender mainstreaming. Many Korean ODA organizations are hesitated to plan and implement gender sensitive and integrated projects. The reasons why many Korean ODA social development projects have been implemented as ‘gender blind’ perspectives are as follows. First, it was initiated from lack of concern for gender issues and lack of gender awareness even though gender mainstreaming has been major women policy and strategy in Korea since late 1990's. Second, it was the results of tension between gender mainstreaming and bureaucracy in many governmental ODA organizations. Third, women targeted training, campaigns and promoting activities for women empowerment have little-visualized results, rather they need much human forces and efforts. So they would be reduced the sizes and the amounts of the projects and would become as unvisualized. Last, the performance based human management and incentive systems can be caused resultism that is preferred to achieve relatively easy outcomes and avoided the difficult and detailed results. For the success of women targeted social development projects, it should be changed from gender blind and unvisualized project implementation structure to gender sensitive structure.
