Differences in Neighborhoods’ Income According to Flood Risks in American Cities

초록

This study aims to examine the relationship between neighborhoods’ income and flood risks. It tries to verify and generalize the conclusions of the previous post-disaster case studies that the low-income groups are more likely to is exposed to natural disasters, especially floods, by living in the high risk areas. Targeting ten metropolitan cities in the United States, t-test and regression analysis are conducted to investigate the difference in neighborhoods’ income between inside and outside floodplains. The results show that income of neighborhoods with floodplains is likely to be higher than those in other neighborhoods. Subdivision of neighborhoods according to their income, however, makes the results different. In low-income neighborhoods, neighborhoods inside floodplains are likely to have lower-income than those outside floodplains, although there is a tendency of opposition in moderate- and high-income neighborhoods. This means that lower-income population tend to be exposed to more serious flood risks. The local governments’ hazard mitigation plans or policies that reflect this difference in exposure to flood risks according to neighborhoods’ income can contribute to reduction of social vulnerability to floods and finally bring down differential damages to some specific groups such as low-income populations.
