서벵갈 좌파전선의 개발전략: 정체성 유지의 딜레마 (The Left Front's Development Strategies in West Bengal: Dilemma of Keeping Its Political Identity)

초록

올해로 서벵갈에서 좌파전선 정부가 탄생한지 34주년이 된다. 1977년 집권이후 좌파전선이 거의 모든 선거에서 연승을 할 수 있었던 가장 중요한 요인은 농촌지역에서의 탄탄한 지지기반이다. 그러나 1960년대 인도에서 두 번째로 발전한 서벵갈 공업은 좌파전선의 친농민, 친민중 정치 때문에 점차 쇠퇴하기 시작했다. 서벵갈의 이러한 경제상황은 높은 실업률, 낮은 경제성장, 도시의 쇠퇴와 같은 문제를 야기했다.
이러한 문제를 해결하기 위해서 2000년 새롭게 집권한 부다데브 바따차리야 주총리는 농업에서 공업으로, 농촌에서 도시로 기존의 개발전략을 수정하기 시작했다. 그러나 공업화와 도시화로의 개발전략 수정은 좌파전선이 가지고 있는 친농민, 친빈민의 정치 정체성의 근간을 뒤흔들었다. 좌파전선은 개발전략에 대한 이념적 유-턴 때문에 2010년 5월 시의회 선거를 포함하여 최근 일련의 선거에서 모두 패배했다. 이 결과 좌파전선은 정체성 유지의 딜레마에 빠지게 되었다.
두 마리의 토끼를 쫓아야 하는 상황에서 좌파전선은 정치 정체성 위기를 극복하고 전통적 지지기반을 회복하기 위해 고군분투한 끝에 무토지 노동자에게 토지를 분배하는 계획 등 몇몇 새로운 친빈민 정책을 2010년 5월 발표했다. 좌파전선의 개발 딜레마는 단지 벵갈에만 국한된 것은 아니다. 이와 같은 딜레마는 민주주의 체제와 함께 자유화와 세계화의 시대에 연방정부는 물론 인도의 다른 주들 집권당의 개발전략에서도 나타나고 있다. 그러나 서벵갈에서 특히 이러한 딜레마가 심각한 이유는 집권 좌파전선이 카스트의 정치와 종교의 정치에 발을 담그지 않는 한 서벵갈, 특히 농촌지역에서 전통적 지지기반을 회복하기 위해 개발전략을 수정할 수 있는 대안이 많지 않기 때문이다. 다음 2011년 주의회 선거는 서벵갈 좌파전선이 어떻게 정치 정체성의 위기를 해쳐나는가를 가름할 중요한 전환점이 될 것이다.

영어초록

This year marks the 34th anniversary of the advent of the Left Front government in West Bengal. The key to the Left's long electoral standing could be found, primarily in its rural popularity since the formation of the government in 1977. However, industry in West Bengal, which was the second most industrialized of the larger states in India during the 1960s, has gradually declined because of the policy preference of the pro-peasantry and pro-people's politics of the Left Front. This kind of economic situation in West Bengal has created many problems such as high rate of unemployment, low rate of growth and urban decay.
To handle these problems in the state, the newly appointed Chief Minister in 2000, Buddhadeb Bhattacharjee initiated changes in the earlier development strategies from agriculture to industry and from rural to urban orientation. However, the changing development strategy of the Left Front towards industrialization and urbanization shakes the very basis of the Left Front's pro-peasantry and pro-poor political identity. Mainly due to ideological U-turn over promoting industry, the Left Front has lost recent series of elections including municipal elections in May 2010 which has deepened dilemma of keeping its political identity.
In a Catch-22 situation, battling the crisis of its political identity and in a desperate attempt to rally support from the traditional base, the Left Front in West Bengal finally announced several pro-poor policies in May 2010 such as a new scheme to distribute land to the landless. Development dilemma of the Left Front is not specifically confined to Bengal alone. In the era of liberalization and globalization with a democratic system, this kind of dilemma is an integral part of the development strategies of the ruling parties in the rest of Indian states and government of India as well. But, the dilemma appeared in West Bengal particularly in its accentuated form because the ruling party, Left Front, has very less alternative to shift its development strategy to recover its traditional support base, particularly in rural West Bengal, until and unless it puts its foots in a cast politics and religious politics. The next state Assembly elections in 2011 will be turning point to see how the Left Front in West Bengal tackles crisis of its political identity.
