Issues on Extended Employment Services to Persons with Disabilities in Legal Borderline

초록

The purpose of this study was to review the issues on extended employment services toward persons with disabilities(PWD) in legal borderline in South Korea. To fulfill the purpose of the study, articles and reports were reviewed focusing on definition of vocational disability, extended types of disabilities based on research and litigation cases, employment service and policy issues, and role of vocational evaluators. Vocational disability is regarded as various evaluation areas of encompassing one’s vocational and social life dimensions. Extended types of disabilities were reported by the national legal systems and litigation cases and based on the preliminary studies about vocational aspects of disability, current status of extended types of disabilities were illustrated as follows: ADHD, Cerebellum Atrophy, PTSD, CRPS, OCD, BIF, Narcolepsy, and Tourette Syndrome.
The roles of vocational evaluators in the process of eligibility determinations for employment services were reviewed and comparisons were made based on differential employment service and policy in terms of countries, including USA, Japan and Australia.
The countries illustrated were found to have run their own evaluation services for potential recipients of employment services.
It is suggested that legal nomination of extended types of disabilities and its associated employment services needed to be dispatched to PWD in legal borderline in the future. Professional training and identity issues were discussed in a way of improving the quality of life and social integration of potential recipients for employment services.
