정부청사 방호관의 직무열의가 조직시민행동을 매개하여 보안성과에 미치는 영향 (The Effect of the Job Engagement of the Government Office’s Security Guards of Government Complexes on the Security Performance by Mediating the Organizational Citizenship Behavior)

초록

이 연구는 정부청사 방호관의 직무열의가 조직시민행동을 매개하여 보안성과에 미치는 영향을 분석함으로써 방호관의 보안성과를 고양하기 위한 기초자료를 제공하는 것에 그 목적이 있다. 이를 위해 2020년 10월 19일부터 12월 4일까지 과천·대전·세종·서울정부청사에서 근무하는 방호관의 협조를 받아 설문조사를 실시하였다. 수거된 237부의 자료 중 결측치 및 이상치가 포함된 35부의 설문지를 제외한 202부의 자료를 SPSS 23.0과 AMOS 23.0 통계프로그램을 사용하여 분석하였다. SPSS 23.0 통계프로그램을 사용하여 빈도·기술통계·신뢰도·상관관계 분석과 탐색적 요인분석을 실시하였다. 그리고 AMOS 23.0 통계프로그램을 사용하여 직무열의, 조직시민행동, 보안성과 간 관계를 구조방정식으로 분석하였다. 이 연구의 분석결과는 다음과 같다. 첫째, 방호관의 직무열의는 조직시민행동에 정(+)의 방향으로 유의미한 영향을 미쳤다. 둘째, 방호관의 조직시민행동은 보안성과에 정(+)의 방향으로 유의미한 영향을 미쳤다. 셋째, 방호관의 직무열의는 보안성과에 직접효과가 없는 것으로 나타났다. 넷째, 방호관의 직무열의는 조직시민행동을 경유하여 보안성과에 정(+)의 방향으로 유의미한 영향을 미쳐 완전매개 하였다. 이러한 연구결과를 바탕으로 정부청사관리본부는 방호관의 보안성과를 제고하기 위하여 직무열의와 조직시민행동을 유도해 낼 수 있는 근무의 효율성 및 만족도 고려, 정기적인 간담회 실시를 통한 요구사항 파악 등과 같은 노력을 기울여야 한다는 정책적 시사점을 제시하였다.

영어초록

The purpose of this research is to provide basic data to enhance the security performance of the government office’s security guard by analyzing the impact of the job engagement of the government office’s security guard in charge of the organization's citizenship behavior. To this end, a survey was conducted from October 19 to December 4, 2020 with the cooperation of the government office’s security guard working at the Gwacheon, Daejeon, Sejong, and Seoul government offices. Of the 237 collected data, 202 were analyzed using statistical programs in SPSS 23.0 and AMOS 23.0, excluding 35 questionnaires containing missing and abnormalities. The frequency, technical statistics, reliability, correlation, and exploratory factor analysis were conducted using the SPSS 23.0 statistical program. In addition, the statistical program of AMOS 23.0 was used to analyze the relationship between job engagement, organizational citizenship behavior, and security performance in a structural way. The analysis results of this research are as follows. First, the tenacity of the government office’s security guard duties had a significant impact on the organizational civil action in the direction of positive. Second, the government office’s security guard organized citizenship behavior had a significant impact on the security performance in the direction of positive. Third, it turned out that the job engagement of government office’s security guard for duty had no direct effect on security performance. Fourth, the duty of the government office’s security guard was completely mediated with a significant impact on the security performance in the positive direction, taking advantage of the organized civic actions. Based on the results of these annual meetings, the Government Complex Management Headquarters presented its policy implications such as job engagement and organizational citizenship behaviors that efforts should be made to improve the security performance of the government office’s security guard, such as improving the working environment and treatment, and identifying requirements for regular meetings.
