시도 교육청 조례에 기반한 초·중·고 경제·금융교육 활성화 연구 - 초·중·고 학교 안/밖 경제·금융교육 활동 조사를 중심으로 - (An Analytical Study on the Promotion of Economic and Financial Education in Elementary, Middle, and High Schools Based on Local Educational Ordinances - Focusing on Economic and Financial Education Ac)

초록

본 연구는 시도 교육청의 경제·금융교육 지원 조례와 그에 따른 경제·금융교육 운영 계획이 학교 경제·금융교육 활성화에 기여하는지에 대해 실증적 분석하였다. 이를 위해 먼저, 시도 교육청의 경제·금융교육 지원 조례의 현황과 구성, 시도 교육청별 추진 계획을 분석하였다. 특히 15개 시도 교육청의 경제·금융교육 지원 조례의 주요 공통점과 차이점을 비교함으로써 지역적 특성을 반영한 조례 개정의 필요성을 논의하였다. 더 나아가 경제·금융교육 지원 조례에 따른 5개 시도 교육청의 운영 계획을 분석하고, 세종특별자치시교육청 초·중·고 경제·금융교육 현황 조사를 바탕으로 초·중·고 학교 안/밖 경제·금융교육의 실제를 확인하였다. 즉 조례와 운영 계획에 따라 학교 안 경제·금융 교육과 학교 밖 경제·금융 교육이 연계되고 있으며 초·중·고 학교 경제·금융교육은 지속적으로 활성화되고 있었다. 본 연구를 통해 제안하는 바는 다음과 같다. 첫째, 경제·금융교육 활성화를 위한 조례의 법적 기반 강화가 필요하다. 둘째, 개별 학교마다 편차는 존재하지만 다양한 학교 안과 밖의 경제·금융교육이 확대되고 있고 더 나아가 경제·금융교육의 생애주기별 접근과 연계하여 확장해야 한다. 셋째, 경제·금융교육 역량 강화를 위한 교원 연수가 지속적으로 요구되고 관련 기관과의 협력 체계와 네트워크 구축으로 연수의 질을 제고해야 한다. 넷째, 조례에서 지향하는 경제·금융교육의 범위가 기존 경제교육을 넘어 금융과 노동, 경제적 시민성 함양까지 포함하는 포괄적 경제교육인 만큼 사회적 경제교육의 강화가 요구된다.

영어초록

This study conducted an empirical analysis on whether the ordinances of metropolitan and provincial offices of education supporting economic and financial education, along with their corresponding implementation plans, contribute to the activation of economic and financial education in schools. To this end, the study first examined the current status and structure of these ordinances, as well as the operational plans established by each office of education. In particular, by comparing the main commonalities and differences among the ordinances of 15 metropolitan and provincial education offices, the study discussed the need for revising these ordinances to better reflect regional characteristics. Furthermore, the research analyzed the implementation plans of five education offices based on the support ordinances for economic and financial education, and investigated the actual practices of economic and financial education both inside and outside elementary, middle, and high schools in Sejong Special Self-Governing City. The findings confirmed that, in accordance with the ordinances and implementation plans, in-school and out-of-school economic and financial education activities are interconnected, and that such education is continuously expanding across all school levels. Based on these findings, this study offers the following suggestions. First, it is necessary to strengthen the legal foundation of ordinances to further promote economic and financial education. Second, although variations exist among individual schools, diverse educational activities are expanding both inside and outside schools, and should be further developed through a life-cycle approach to economic and financial education. Third, continuous professional development for teachers is required to enhance their competencies in economic and financial education, and the quality of such training should be improved through collaboration and the establishment of networks with relevant institutions. Fourth, given that the scope of economic and financial education envisioned by the ordinances extends beyond traditional economic education to include finance, labor, and the cultivation of economic citizenship, there is a growing need to strengthen education on the social economy.
