미-중 갈등의 원인과 위기에 관한 고찰 (A Study on the Causes of U.S.-China Conflict and Crisis)

초록

미-중 경쟁과 대립은 21세기 국제정치학의 가장 큰 화두이다. 이는 진영 간의 결속과 갈등을초래하며, 국제 안보 환경을 근본적으로 변화시켰다는 점에서 중요한 지정학적 의미를 지닌다.
그동안 국내외 학계에서 미-중 갈등의 원인을 분석하려는 다양한 시도가 있었다. 시진핑 시기부강해진 중국이 점차 국제질서를 중국에 유리한 방향으로 재편하려는 모습에 대해 미국 등 서방의 견제가 이어지는 과정에서 갈등과 경쟁이 이어졌다는 것이 주요 원인으로 평가되었다. 이러한 평가는 결국 시진핑의 강력한 굴기 의지와 트럼프‧바이든의 대중국 견제 의지가 기저에있는 지도자 중심의 접근법이다.
다만, 미-중 갈등의 원인이 지도자 개인의 요인에 의해서만 발생하는 것이 아니라는 점에서다양한 측면의 분석이 필요하다. 미-중 간의 힘의 격차 축소는 강대국 간의 세력 전이와 같은구조적인 갈등을 초래하였고, 이데올로기와 정치 체제 그리고 인식의 차이는 양국 간의 소통을제약하는 근본적인 갈등 요인으로 작용하기도 하였다. 특히, 최근 미-중 양국은 대만 문제, 첨단기술 공급망 등 문제를 두고 서로를 자극하며 대립을 더욱 격화시키고 있다.
이러한 배경에 따라, 본 논문은 미-중 갈등의 원인을 구조적, 근본적인 측면과 특정 민감 현안 중심의 자극적인 측면 등으로 체계화하고, 각 원인이 미-중 관계에 어떻게 영향을 미쳤는지를 분석하였다는 점에서 기존 연구와 차별성을 두었다.
끝으로 본 논문은 트럼프 2기 행정부 하에서 미-중 관계는 어떻게 변화할 것인지를 전망하고, 미-중 관계 변화 추이가 한국에 미치는 함의와 시사점을 도출하였다.

영어초록

The strategic rivalry and confrontation between the United States and China represents one of the most prominent and consequential issues in 21st-century international politics. It holds significant geopolitical implications, as it has not only intensified cohesion and competition among rival blocs but also fundamentally transformed the international security landscape. A wide range of efforts have been made within both domestic and international academic circles to analyze the underlying causes of the U.S.-China conflict. A leading explanation has been that the intensification of conflict and competition stems from the efforts of a more powerful China under Xi Jinping to reshape the international order in ways that favor its interests, and the subsequent countermeasures and containment strategies pursued by the United States and other Western powers in response. Such assessments ultimately reflect a leader-centric approach, grounded in Xi Jinping’s assertive ambition for China’s rise and the strategic determination of U.S. presidents—Donald Trump and Joe Biden—to contain China's growing influence.
However, given that the causes of the U.S.-China conflict cannot be attributed solely to the actions or characteristics of individual leaders, it is essential to undertake a multifaceted analysis that incorporates a broader range of structural and systemic factors. The narrowing power gap between the United States and China has triggered structural tensions characteristic of great power transitions, while differences in ideology, political systems, and strategic perceptions have served as fundamental sources of discord, constraining effective communication between the two nations. Particularly in recent times, the United States and China have exacerbated their confrontation, provoking one another over issues such as the Taiwan question and the supply chains for advanced technologies, further intensifying their rivalry.
In this context, this paper distinguishes itself from existing studies by systematically categorizing the causes of the U.S.-China conflict into structural and fundamental aspects, as well as provocative issues centered around specific sensitive topics. It further analyzes how each of these factors has impacted U.S.-China relations.
Finally, this paper forecasts how U.S.-China relations will evolve under the second term of the Trump administration and draws implications and insights regarding the potential impact of these changes on South Korea.
