한미 확장억제 태세 평가 및 발전 방향 (ROK-U.S. Extended Deterrence Posture and Its Future Directions)

초록

한미 양국은 핵협의그룹(NCG: Nuclear Consultative Group)을 통한 긴밀한 협의를 통해 전례 없는 ‘확장억제 2.0 시대’를 열었다. 지속 가능한 확장억제 협의 체계가 구축되었고, 한국의 재래식 전력과 미국 핵전력의 효율적 통합을 보장하게 되었으며, ‘일체형 확장억제’의 기반 구축과 더불어 한미 확장억제 협력의 범위를 핵억제뿐 아니라 억제 실패 이후 대응 단계까지 확대함으로써 핵억제 및 핵작전에 관한 통합적 협력 틀을 구축했다. 특히 ‘한미 공동지침’ 채택을 계기로 유사시 한미 양국 정상 간 즉각적인 협의를 보장할 수 있는 절차 및 통신보안 체계가 구축되었다. 이제 한미 군사 당국은 한국의 재래식 능력과 미국의 핵능력을 효율적으로 통합하는 방안을 공동 기획하여 ‘한미 핵·재래식 통합(CNI:Conventional-Nuclear Integration)방안’을 마련해야 한다. 그러나 중국과 러시아의 핵능력 증강에 초점을 맞추고 미·중·러 3각 억제(trilateral deterrence)를 구현하려는 미국과, 북한 비핵화에 집중된 한국 간 위협 인식의 차이는 일체형 확장억제 구현에 긴장 요인으로 작용할 가능성이 있다. 앞으로 한미 간 확장억제의 신뢰성을 강화하기 위해서는 한미 CNI에 기반한 작전계획 수준의 확장억제 태세 구축이 시급하다. 이를 위해서는 북·중·러의조율된 위협에 대한 한미 간 공동 대응, 한미연합사·미국 전략사·한국 전략사 등 CNI 관련 사령부 간 유기적 업무 분담, 한미 및 한·미·일 미사일 방어 협력 제고, 강화된 확장억제 조치 추가 협의 등에 주력해야 할 것이다.

영어초록

The Republic of Korea and the United States (U.S.) have inaugurated an unprecedented “Era of Extended Deterrence 2.0” through close consultations via the Nuclear Consultative Group (NCG). A sustainable extended deterrence consultation mechanism has been established, ensuring the efficient integration of South Korea’s conventional forces with the U.S.’s nuclear forces. In addition to laying the foundation for “integrated extended deterrence,” the scope of extended deterrence cooperation between the two nations has been expanded to cover not only nuclear deterrence but also response measures in the event of deterrence failure, thereby creating a framework for comprehensive cooperation on nuclear deterrence and nuclear operations. In particular, with the adoption of the “ROK-U.S. Joint Guidelines,” procedures and secure communication systems have been established to ensure immediate consultation between the top leaders of both nations in the event of a crisis. Now, the military authorities of South Korea and the U.S. must jointly plan ways to efficiently integrate South Korea’s conventional capabilities with the U.S.’s nuclear capabilities and prepare a “ROK-U.S. Nuclear-Conventional Integration (CNI) Plan.” However, differences in threat perceptions between the U.S., which is focused on strengthening deterrence against the growing nuclear capabilities of China and Russia and implementing trilateral deterrence (U.S.- China-Russia), and South Korea, which is concentrated on North Korean denuclearization, may create tensions in the implementation of integrated extended deterrence. Moving forward, to strengthen the credibility of extended deterrence between the two nations, it is urgent to establish an extended deterrence posture at the operational plan level based on the ROK-U.S. CNI. This will require coordinated responses between the two nations to threats from North Korea, China, and Russia, an organic division of responsibilities among CNI-related commands such as the ROK-U.S. Combined Forces Command, U.S. Strategic Command, and ROK Strategic Command, enhanced missile defense cooperation between the ROK, U.S., and Japan, discussions on additional extended deterrence measures, and increased cooperation in advanced science and technology and the nuclear energy sector.
