미･중 디지털 규범 경쟁과 유럽의 전략 (The US-China Competition for digital norms and European strategy)

초록

전 세계적으로 4차 산업기술을 선도하는 국가들은 데이터 기반 디지털 전환의 과정을 주도하고 있다. 이러한 새로운 기술의 변화와 함께 세계정치를 더욱 격변 속으로 이끌 미･중 패권경쟁에 따라 유럽의 국가들은 새로운 환경의 변화에 적응하고 변화하는 국제질서에 대응해야 할 필요에 직면해있다. 따라서 모든 안보 문제에 미국의 전통적 유럽 동맹국들이 미국 편에 설 것이라고 예상하기 어렵다. 안보와 경제 이슈가 복합적으로 연결된 영역에서 또한 국가별로 산업구조가 다르고 디지털 경제의 발전 정도가 다른, 즉 경제 및 체제적으로 다양한 전통을 가진 국가들로 구성되어있는 유럽연합의 회원국 사이에서도 다양한 견해차를 드러내며 합의에 이르기 어렵다는 점에서 국가 및 이슈별 다양한 차이의 구별이 필요하다.
본 연구는 미･중 경쟁과 다차원적인 복합 지정학적 세계정치 속에서 게임의 규칙을 정하는 규범 경쟁에서 유럽 국가들의 입장과 전략 형성은 양자적, 지역적, 그리고 다자적 접근의 결과를 보여주었다. 주로 미･중 경쟁의 관점에서 접근하고 있는 기존 연구의 한계를 인정하며 본 연구는 거버넌스 복합태(Governance Mix) 접근을 통해 화웨이 금지는 양자적 접근, 개인정보 보호법은 지역적 접근, 그리고 디지털 조세 사례는 다자적 접근을 한다는 결과를 도출하였다.

영어초록

The countries leading 4th industrial technology are leading the process of data-driven digital transformation. European countries are faced with the need to adapt to the changes in the new technological environment and respond to the changing international order, along with the hegemony competition between the United States and China, It is difficult to simply predict that the traditional European allies of the United States will be on the side of the United States on all security issues. Recent international politics is a combination of security and economic issues. In addition, the member countries of the European Union have different industrial structures by country, and the degree of development of the digital economy. Therefore, it is necessary to distinguish the differences by country and issue because it is difficult to reach an agreement by revealing various positions of differences among the member countries of the European Union.
This study analyzes the positions of European countries in establishing the rules of the game in the midst of US-China competition and complex geopolitics through a governance mix approach. To this end, three examples of the General Data Protection Regulation (GDPR), Huawei bans, and digital taxation are used to explore the factors determining European countries' bilateral, regional, and multilateral approach. Recognizing the limitations of the existing studies approaching mainly from the viewpoint of competition between the United States and China, this study derived the following results through the Governance Mix approach. European countries resulted in a bilateral approach in the case of the Huawei Ban, a regional approach in the case of the GDPR, and a multilateral approach in the case of the digital tax.
