학교급과 학교설립별 학교장의 자율성, 학교장의 책무성, 교사의 임파워먼트 및 학교조직효과성 간의 인과관계 분석 (The Analysis of Causal Relations among Principals' Autonomy, Principals' Accountability, Teachers' Empowerment and School Organizational Effectiveness between Elementary and Secondary School Teachers,)

초록

본 연구에서는 학교장의 자율성, 학교장의 책무성, 교사의 임파워먼트 및 학교조직효과성 간의 인과관계를 학교급과 학교설립별로 차별화하여 분석하고 인과관계의 영향력의 크기가 학교급과 학교설립별로 차이가 있는지를 규명하고자 하였는데 연구결과를 요약하면 다음과 같다. 학교급과 학교설립에 따라 학교장의 자율성, 학교장의 책무성, 교사의 임파워먼트 및 학교조직효과성 간의 인과관계의 영향력의 크기에서 차이가 나타나지는 않았지만 인과관계의 양상은 매우 다양하게 나타났다. 교사의 임파워먼트는 모든 학교급과 학교설립에서 학교조직효과성에 긍정적인 영향을 미치고 있었으나 학교장의 자율성은 중등학교와 국․공립학교의 경우 학교조직효과성에 긍정적인 영향을 미쳤고, 학교장의 책무성은 중등학교와 사립학교의 경우 학교조직효과성에 긍정적인 영향을 미쳤다. 또, 중등학교와 국·공립학교의 경우, 학교장의 자율성은 학교조직효과성에 직접 영향을 미치기도 하지만 교사의 임파워먼트를 매개로 했을 때 더 크게 학교조직효과성에 영향을 미치고 있었다. 따라서 학교급과 학교설립에 따라 차별화된 학교장의 자율성과 책무성의 발휘가 요구된다. 이를 위해 현행 학교 자율화정책은 학교급과 학교설립에 따라 차별적으로 시행되어야 하며 개별학교의 특성을 최대한 고려하여 시행될 필요가 있다.

영어초록

The purpose of this study is to verify the hypothetical path models and analyze the direct and indirect effects of principals' autonomy, principals' accountability and teachers' empowerment on school organizational effectiveness for each the following: 1) elementary and secondary school teachers and 2) public and private school teachers.
The findings of the study are as follows:First, for elementary school teachers, the results of the path analysis showed that teachers' empowerment only affected school organizational effectiveness positively. For secondary school teachers, the results of the path analysis showed that principals' autonomy, principals' accountability, and teachers' empowerment all affected school organizational effectiveness positively. And, it was found that teachers' empowerment served as a positive mediator to the effects of principals' autonomy on school organizational effectiveness.
Second, for public school teachers, the results of the path analysis showed that principals' autonomy and teachers' empowerment affected school organizational effectiveness positively. And it was found that teachers' empowerment served as a positive mediator to the effects of principal' autonomy on school organizational effectiveness. For private school teachers, the results of the path analysis showed that principals' accountability and teachers' empowerment affected school organizational effectiveness positively.
Third, there were no path differences found between elementary and secondary school teachers, public school teachers and private school teachers.
From these results, even though no path differences were found between elementary and secondary school teachers, between public and private school teachers, the tendency of causal relations were very different. So, the policy of school autonomy and school accountability should be implemented respectively to elementary schools, secondary schools, public schools, and private schools to make those schools more effective.
