초록

본 연구는 미-중 기술 패권 경쟁의 진영 논리, 코로나19 팬데믹의 보호주의적 경향의 확대, 그리고 우크라이나 전쟁의 공급망 위기가 변화시키고 있는 지구 체제의 전환에 주목한다. 미-중 기술 패권 경쟁과 코로나19 팬데믹은 유럽국가들이 추구해온 규칙기반 다자주의 국제질서를 와해시키고 있으며 러시아의 우크라이나 침공으로 인해 길고 복잡하게 얽혀있던 전 지구적 공급망이 무기화되며 현실적 위협으로 다가왔으며 이러한 인식은 결국 중국의 잠재적 위협에 대한 대처로 구체화되고 있다. 본 연구는 유럽국가들의 공급망 위협에 대한 대처가 새로운 현상은 아니나, 핵심적 공급망의 재편이 결국 신뢰를 바탕으로 하는 우호국 중심의 공급망으로 대체, 우회 및 복구되고 있다는 점에서 미국 주도의 프렌드쇼어링의 부상과 유럽의 대응에 주목한다.
본 연구는 현재의 국제체제를 냉전과 탈냉전을 거쳐 현재 새롭게 형성될 열려진 국제질서의 형성 과정으로 인식한다. 따라서 열려진 새로운 국제체제는 각 국제정치 구조와 국제정치의 주요 행위자로서 국가의 역할 변환과 새로운 행위자의 등장이라는 주체-구조의 상호작용이라는 구성주의의 한 축과 경제와 안보의 상호작용으로 구체화되어 지정학을 넘어 지경학의 다른 한 축을 통해 형성될 것이라는 이론적 전제를 분석의 틀로 원용한다.
국제체제는 변화하고 변환되지만 구 질서 속에서 새로운 질서가 형성되며, 그러한 질서를 변화 변환시키는 주체로서 국가의 역할 또한 변화하고 변환되지만, 여전히 중요한 행위자로 남아있으며 안보 수호자의 핵심 역할은 여전히 중요하다. 그러나 본 연구는 현재의 길고 복잡한 공급망을 형성하며 상호의존의 복잡성을 형성한 주역으로서 비국가 행위자 기업은 앞으로의 새로운 국제체제를 형성하는데 중요한 행위자가 될 것임을 주장한다.
우호적 국가 간의 신뢰를 바탕으로 재편되고 있는 공급망의 재편은 상당한 비용과 함께 신속한 실현 속도를 기대하기 어렵다는 점에서 확정된 방향성이라고 단정하기 어려우며 앞으로 우크라이나 전쟁의 향방과 러시아와 중국의 대응 그리고 미국의 선거 결과라는 변수들에 의해 변화할 가능성이 크다. 따라서 본 연구는 생산요소와 위치의 가용성에 따라 다양하게 파편화된 공급망의 재구성이 이루어질 가능성이 크다는 점에서 향후 공급망의 단계별 그리고 전략과 실행의 측면에서 맥락에 따른 특정 조건의 구별에 관한 연구가 필요함을 강조한다.

영어초록

This study analyzes the transformation of global system influenced by the camp logic of the US-China technological strategic competition, the expansion of protectionist tendencies in the COVID-19 pandemic, and the transformation of the global system that the supply chain crisis of the Ukraine war. The US-China technological strategic competition and the COVID-19 pandemic are disrupting the rule-based multilateral international order pursued by European countries, and the long and complicated global supply chain is weaponized due to Russia's invasion of Ukraine, posing a realistic threat. In the end, this perception is materialized as a response to China's potential threat. In this study, European countries' response to supply chain threats is not a new phenomenon, but the rise of friendshoring led by the United States is that the reconfiguration of the core supply chain is eventually replacing, bypassing, and restoring the supply chain centered on friendly countries based on trust.
This study recognizes the current international system as a process of forming an open-ended international order that will be newly formed after the Cold War and the post-Cold War. Therefore, the study forms theoretical framework based on the theoretical premise that the open-ended international system will be configured by interactions of the two axes. It is one axis of constructivism emphasizing the interaction of the agent-structure, the transformation of the state's role as a major actor in each international political structure and the emergence of a new actor, and the other, the system of interaction between the economy and security systems formed through the axis of geopolitics and geoeconomics.
Although the international system changes and transforms, a new order is formed in the old order, and the role of the state as an agent to change and transform such an order is also changed and transformed, but remains an important actor, and the core role of the security guard is still essential. However, this study asserts that the role of corporations as a key player in forming the current long and complex supply chain and the complexity of interdependence will be an important agenda in forming a new international system in the future.
It is difficult to conclude that the reconfiguration of the supply chain, which is being reorganized based on trust between friendly countries, is a definite direction in that it is difficult to expect a speedy realization with considerable costs. It is highly likely to change depending on the Therefore, in this study, there is a high possibility that the reorganization of the supply chain fragmented in various ways will occur depending on the availability of production factors and locations. Therefore, it is necessary to study the distinction of specific conditions according to the context in terms of each stage of the supply chain and strategy and implementation in the future.
