국유림 장기미집행공원의 입지특성을 고려한 유형 분류 (Type Classification Considering Location Characteristics of Long-Term Unexecuted Parks in National Forests)

초록

2020년 공원일몰제 시행을 앞두고 정부는 대규모 공원녹지 상실에 대응하고자 「공원녹지법」을개정하였다. 기존 장기미집행공원 해제 기한 20년을 국공유지에 한해 도시공원 결정일로부터30년이 되는 날까지 시행되지 않는 경우에 실효되도록 개정하여 산림청 국유림 장기미집행공원약 6,142ha가 공원기능을 유지하게 되었다. 도심 속 국유림은 도시생태계 유지, 생활환경 개선, 도시민 여가공간 기능을 수행하지만, 필지별 위치, 규모, 입지여건, 생태적 가치 등 개별 환경특성이 다르므로 국유림 장기미집행공원의 체계적인 관리를 위한 현황 파악 및 유형구분이 필요하다.
이에 본 연구는 전국 국유림 장기미집행공원 6,142ha를 대상으로 물리적 특성, 생태적 특성, 접근성 3개 유형과 9개 세부지표로 평가하였다. 물리적 특성은 규제강도, 평균경사도, 재해위험, 생태적 특성은 영급, 생태자연도, 산림기능구분 및 접근성은 도로접근성, 대중교통접근성, 인구밀도로 9개 지표를 중첩 분석하여 유형을 구분하였다. 분석결과 보전형 3,157ha(51.4%), 관리형2,383ha (38.8%), 이용형 601ha(9.8%)로 구분되었다. 보전형과 관리형은 5ha이상의 대면적으로 도시자연공원구역 주변에 분포하는 반면, 이용형은 소규모 필지가 산발적으로 분포하고 있다. 본연구결과는 국유림 장기미집행공원의 정책방향 설정 및 관리계획 수립의 기초자료로 활용할 수있을 것이다.

영어초록

The National Assembly amended the 「Parks and Green Areas Act」 to prevent large-scale loss of parks and green spaces for implementing the Urban Park Sunset Provision in 2020.
The long-term unexecution parks cancellation deadline of 20 years has been revised. The government made it invalid if the park project is not implemented until 30 years from the date of the decision to be selected as an urban park only for public land.
As a result, 6,142ha of long-term unexecuted parks among national forests belonging to the Korea Forest Service were scheduled to lose their effect, but the enforcement was postponed.
National forests in the city center perform urban ecosystem maintenance, environmental improvement, rest, and emotional cultivation of urban residents. However, each lot ‘s environmental characteristics, such as location and scale, conditions are different, so it is necessary to identify the actual situation and classify the types for systematic management.
Therefore, this study selected long-term unexecuted parks corresponding to 6,142ha in national forests. Three types of Physical characteristics, Ecological characteristics, and accessibility were evaluated.
In this study, nine indicators were superimposed and analyzed. Physical characteristics were their legal regulation strength, slope, disaster risk. Ecological characteristics were forest age class, Ecological Map, forest function classification. Finally Accessibility was road accessibility, public transport accessibility, and population density.
According to the research results, national forests in Korea are classified in the order of conservation type 3,157ha (51.4%), management type 2,383ha (38.8%), and usability type 601ha (9.8%). Conservation and management types are distributed over a large area of 5ha or more around downtown national parks and large-scale conservation mountain areas. In contrast, usability type is distributed over small plots.
This study, it can be used as basic data for establishing long-term unexecuted park management plans for national forests and implementing public forestry projects.
