대형마트 의무휴업일 평일전환에 따른 영세소매업 폐점률 영향 분석 (Analysis of the Impact of the Closure Rate on Small Retail Businesses due to the Change of Mandatory Closing Days of Large Discount Stores to Weekdays)

초록

최근 대구시는 전국 최초로 대형마트 의무휴업일을 일요일에서 월요일로 평일 전환하였다. 본 연구는 대구시의 의무휴업일 변경이 관내 영세소매업의 폐업률에 주는 영향을 살펴보기 위하여 의무휴업일 변경전후의 폐업률을 서울시와 비교하는 이분차분분석을 사용하였다. 세부업종별 분석결과 대형마트 의무휴업일 평일변경으로 대구시의 음/식료품소매와 영세종합소매업종의 폐업률이 변경 전에 비해 약 8.8% 증가한 것으로 나타났다. 또 음/식료품소매업종으로 한정할 경우에도 폐업률의 증가치가 6.6%로 나타났으며 중대형종합소매업을 포함한 분석에서는 폐업률의 증가가 양의 값으로 나타났지만 통계적으로 유의하지 않았다. 이 같은결과는 대형마트 의무휴업일의 평일전환이 소매업 중에서도 중대형업체보다는 음/식료품소매 및 영세종합소매 등 영세소매업체의 폐업에 뚜렷한 영향을 미칠 수 있음을 말해준다. 또 최근처럼 전반적인 내수부진이 지속되는 상황에서 영세소매업체는 더욱한계상황에 처할 가능성이 높으며 이 경우대형마트의 입점에 대한 영향뿐만 아니라 의무휴업일의 평일전환 등 영업규제에 대한영향을 평가할 때 매출액이외에 창업/폐업 등의 자료가 좀 더 적절하게 사용될 필요가 있음을 시사한다.

영어초록

Recently, Daegu became the first city in Korea to change the mandatory closing day of large discount stores from Sunday to Monday.
This study used a Differences-in-differences analysis to compare the closing rate of small retail businesses in Daegu before and after the change of mandatory closing day with that of Seoul in order to examine the effect of the change of mandatory closing day on the closing rate of small retail businesses in the city. The analysis results by detailed industry specification showed that the closure rate of food/beverage retail and small general retail businesses increased by approximately 8.8% compared to before the change due to the change in the mandatory closing days of large discount stores in Daegu. In addition, the increase in the closure rate was found to be positive in the analysis including medium and large general retail businesses, but it was not statistically significant. When limited to the food/beverage retail business, the increase in the closure rate was 6.6%, which was lower than when small comprehensive retail businesses were included.
These results indicate that the impact of the change of the mandatory closing days for large discount stores to weekdays is more evident in the closure of small retailers such as food/beverage retailers and small general retailers than in large and medium-sized general retailers. In addition, in a situation where the overall domestic demand slump continues as it has recently, small retailers are likely to be in a more critical situation, and in this case, when assessing the impact of business regulations, it is necessary to use data such as business closure rate more appropriately than sales.
