서울시 도시형생활주택 임대료 영향요인 분석 (An Analysis on the Factors Affecting the Rent of Urban Life Housing in Seoul)

본 연구는 최근 국내에서 급격히 증가한 1-2인 가구의 주거수요 충족을 위해 공급된 도시형생활주택의 공급 특성과 임대료 수준을 서울시를 중심으로 파악하고, 2009년부터 2012년까지 건축된 서울시 도시형생활주택 413개 단지를 대상으로 임대료 영향요인을 분석하였다. 분석 결과, 서울시 도시형생활주택의 공급은 수요계층인 1-2인 가구의 공간분포와 일치하지 않고, 25개 자치구 간의 공급물량의 편차가 심하며, 전체 공급물량의 80% 이상이 30세대 이하, 30m2 미만의 소규모 원룸형 주택인 것으로 나타났다. 특성가격함수모형(Hedonic Price Model)을 이용한 실증분석 결과 서울시 도시형생활주택의 임대료는 주택의 개별적 특성과 입지적 특성의 영향을 받으며, 전용면적(-), 개별공시지가(+), 용도지역(-), 지하철역, 백화점, 근린공원과의 거리(-), 풀옵션 여부(+) 등이 유의한 영향을 미치는 것으로 나타났다. 또한 이들 영향요인들은 향후 서울시 주택정책 수립과 집행, 그리고 도시형생활주택 공급의 적정성 확보를 위해서는 임대사업자들의 보다 신중한 고려가 필요함을 시사한다.

영어초록

The number of one or two person households has rapidly increased since 2000 due to aging population, increasing divorce rate, decreasing birth rate, late marriage, and increasing number of foreign students and workers residing in Korea. In 2009, the government introduced the urban life housing system to facilitate the supply of urban life housing and the quantity of urban life housing has increased rapidly since then. However, several unintended consequences such as oversupply and locational mismatch have occurred as the result of urban life housing policy.
The purpose of this study, therefore, is to identify current conditions of urban life housing market and to investigate the factors determining the level of rent of urban life housing in Seoul after the introduction of urban life housing system in 2009. In order to accomplish the study purpose, a survey of 413 urban life housing complexes and 7,847 units was conducted to collect data for individual and locational characteristics of housing complexes and units. Hedonic Price Modelling and OLS regression analysis were employed to verify significant factors affecting the level of rent of urban life housing in Seoul.
The results of the study are as follows: First, the result of regression analysis indicates that both individual characteristics and locational characteristics have affected the level of rent of urban life housing in Seoul during the period between 2009 and 2012. The standardized coefficients of variables representing individual characteristics show the magnitude of influence is stronger than the variables representing locational characteristics. Second, the rent of urban life housing tends to be higher, the bigger the size of exclusive use area of each urban life house with full-option facilities and managed by a professional management company. Third, the rent of urban life housing is likely to be higher, the closer the subway station, department stores, and neighborhood parks nearby. The results of empirical analysis suggest that the government housing policy needs to consider the significant factors in the review process of the building plan of urban life housing complex to maintain the proper level of rent and appropriate location in the future.
