마키아벨리 통치술로 본 북한의 핵개발정책분석 (The analysis on the North Korea's Leadership in the Nuclear development process through the theory of Machiavelli prince ruling crafts)

초록

최근 핵개발정책을 추진해온 북한지도부는 마키아벨리적이었다. 제5차 북핵 6자회담이 예정돼있는 데도, 2006년 10월 9일 북한은 핵실험을 감행했다. 북한이 핵실험하기 오래전부터 미국을 중심으로 하는 세계열강들은 북한의 핵개발을 위험한 일로 보고, 다자회의인 6자회담을 열어 국제적으로 통제하려 했다. 그러나 끝내 북한은 핵개발에 성공하였고 핵협상을 통해 부수적 이득을 얻어냈다. 이러한 북한의 핵개발과 성공적 핵협상을 추진한 북한 정부의 리더십이 본 논문의 관심대상이다. 북한은 매우 용의주도하게 국제 정세를 이용하면서, 핵개발문제를 야기 시켜 국제적 관심을 끌고 핵협상을 전개해 나갔다. 핵개발 정책을 통하여, 북한 김정일 정부는 국내외 정치적 위기도 극복하려는 이중적 전략도 보여 왔다. 어느 면에서 북한의 핵무기개발정책은 단순한 군사적 무기문제가 아니라 북한 전체의 국가위기를 극복하기위한 정책적 도구로 보인다.
본 논문은 1980년 초부터 핵개발정책을 추진한 북한의 리더십을 마키아벨리의 통치술을 원용하여 설명하려 하였다. 중세 베네치아의 사상가 마키아벨리는 국가생존의 일차 책임이 통치자에게 있으며, 유능한 통치자는 강력한 군사력을 소유해야한다고 하였다. 마키아벨리는 어떤 정부도 그 권위의 대소를 막론하고 국력확장정책을 쓰지 않는다면 결국 멸망한다고 주장했다. 바로 이 부분이 김정일 정부가 주장해 온 북한의 강성대국론과 핵무장론과 비교적으로 연결된다. 더 나아가 북한은 마키아벨리적 선군정치(先軍政治)의 기치아래, 핵실험까지 성공시킴으로써 북한이 얻으려 했던 정치적 목적인, 김일성사후 김정일정권의 국내외적 위상강화과 북한에 대한 경제적 지원을 동시에 보장받은 셈이 된 것이다.
본 논문은 북한의 핵능력이 현실적으로 상당한 수준에 이르렀다고 보며, 이러한 북한 지도부의 핵개발 정책과 핵 협상능력은 비교적 성공적이었다고 평가한다. 어느 면에서 현대사회에 존재하는 마키아벨리형 지도자로서 북한 김정일은, 마키아벨리적 통치술의 교본처럼, 그들의 핵개발정책과 국제적인 핵협상을 북한 측에 유리하게 끌어가고 있다고 본다.

영어초록

This papers tries to compare the Political Leadership of North Korea with Machiavellian princess ruling crafts, meeting with national crisis. North Korea has succeeded in nuclear test on Oct. 9. 2006, which surprised the World. Long before the United States has tried to prevent North Korea from developing nuclear weapon, through the Nuclear Negotiation of Six Parties such as U.S., China, South Korea, North Korea, Russia, and Japan. Despite of all international opposite efforts, North Korea has proceeded in Nuclear development policy and acquired successful payoffs in political and economical fields by way of talk-game. Through the nuclear development, North Korea began to overcome the crises from political instability and economical uneasiness successfully.
This author evaluates North Korea's nuclear Policy has been successful in national survival from political crisis of Post-Kimilsung rule. Comparatively the Machiavelli's Venetia crisis of Middle age Italy, was similar to North Korea situation after Kimilsung's sudden death. Machiavelli insisted that leader's success was based on strong military power, especially in political crisis, which means, only strong physical power can save political leader and State from crisis. This logics can be connected with North Korea Kimjungil of today North Korea.
North Korea, by stealth, continued to develope nuclear weapon, on the other hand, while carrying on nuclear negotiation, and at last, North Korea acquired available economic aids from South Korea, America, and Western countries. This papers has concern in this ruling readership-style and negotiation ability of North Korea Kimjungil government. Also author tried to analyse the real substance of North Korea Nuclear, and to trail back the expected time of nuclear test, around 1993, earlier than this nuclear test Oct. 2006.
North Korea Kimjungil's leadership has been characteristic ruling style, operating especially on the nuclear development and nuclear negotiation. Until now, this papers evaluates it positively, and predicts that North Korea will obtain more aids from South Korea and The United States, through the ongoing nuclear negotiation of the Six Parties concerned. The author believes that in future North Korea will never withdraw her nuclear weapon facilities, in spite of any promise and any kind of aid from international society. Fortunately, Oct. 3, 2007, North Korea and The United States really agreed to realize step by step the disablement of the North Korea nuclear facilities by the method of CVID(Complete, Verifiable and Irreversible Dismantlement), up to the deadline time of Dec. 31, 2007. Of course, The United States should keep her promise to North Korea, which contains the diplomatic normalization between North Korea and U.S. Likewise North Korea must also keep her words about NPT.
