19세기 나주지역의 토지거래와 地價變動 (Land transactions and the changes of their prices in the Naju area during the 19th century)

초록

본고는 전라도 나주 지역에 세거한 密陽朴氏 淸齋公派에서 소장하고 있는 토지매매문기를 중심으로 19세기 토지거래의 실상과 지가 변동을 검토한 글이다. 나주 일대는 영산강을 사이에 두고 넓게 형성된 평야 지대로 이 지역의 최대 지주가였던 밀양박씨가의 토지거래 문서는 우리나라의 대표적인 곡창 지대의 토지거래 실상을 반영한다는 점에서 연구 가치가 높다.
문서 양식에서는 매득자 부분을 공란으로 비워두고 있는 점이 주목되는데, 인근 지역 매매문기에서도 유사한 양상을 보이고 있어 시대적인 추세였던 것으로 보인다. 또한 1890년대 이후로는 구문기를 허급하지 않는 경우가 대부분으로 구문기를 인계하는 관행이 점차 무너지고 있음을 확인할 수 있다.
거래 실태와 관련해서는 조상전래 토지보다는 자기매득 토지를 우선적으로 처분하는 경향을 띠고, 방매 사유는 가산의 합리적 경영보다는 생계 문제로 처분하고 그 중에서도 부세 문제가 높은 비중을 보였다. 거래 규모는 평야 지대의 특성상 산간 지역에 비하여 중대규모의 거래 비중이 높고, 거래가는 대규모보다는 중소규모의 거래에서 단위 가격이 높게 형성되었다. 시기적으로는 농번기에 해당하는 5월부터 8월까지는 토지거래가 매우 침체되어 農務와 밀접한 상관관계를 보였다.
지가 변동의 추이는 1870년대까지는 완만한 상승세를 보이다가 1870년대 후반부터 1880년대까지 약 15년 동안 급격한 하락 현상을 보인다. 여기에는 1876년과 1877년의 극심한 가뭄과 기근이 영향을 끼쳤던 것으로 파악된다. 나주 지역의 사례를 통해 볼 때 향후 지가 변동 연구는 중단기적 추세와 요인들에 대한 사례 축적이 요구되며, 이를 기반으로 할 때 장기적 추세에 대한 논의도 심화될 수 있을 것이다.

영어초록

Examined in this article, are the examples of land transactions in the 19th century and the changes that occurred in their prices. The source of those examples are 'land transaction' documents that had been in custody of members of the Cheongjae-gong branch(淸齋公派) of the Mil'yang Park house(密陽朴氏) which lived in the Naju area of the Jeolla-do province for generations. This house was the biggest land owner in the Naju area, so the land transaction documents either created or possessed by this house are expected to be reflecting the reality of land ownership and agricultural production established inside one of the most prolific agricultural areas of Joseon at the time. The information contained in this source is indeed more than worth examining.
Analysis of the data reveals several interesting trends. In choosing a land to sell among all the lands they had, people (of this region) tended to sell the lands that they obtained from somebody else, before they had to sell lands that they inherited from their ancestors. And they sold those lands not because they wanted to achieve more wealth, but rather because they had no other choice but to sell them to make needed money out of it. In the meantime, the overall size of the lands that were transacted was different from other regions as well. As those lands were all positioned in a vast plain area, rather huge size of lands were transacted, compared to the land transactions that occurred in mountainous areas. And according to records, people did not usually sell or buy lands in certain time periods in a year, when the agricultural production was quite busy.
What should be noted from the change in land prices, is the fact that the price of lands gradually rose up until the 1870s, yet radically dropped since the late 1870s and through the 1880s for about 15 years. It seems like the harsh drought that struck the region in 1876 and 1877, and the ensuing famine that seriously threatened the population's survival triggered this abrupt change in land prices. We do not know whether these changes were national, so information regarding other regions' situations should be collected and examined in future studies.
