외국어고등학교 자기주도학습전형 정책의 성과 평가 (A performance evaluation study of the Self-Directed Learning Admission Policy in foreign language high schools)

초록

본 연구는 외국어고등학교 자기주도학습전형 정책의 성과를 평가하는 데 목적이 있다. 자기주도학습전형은 외국어고등학교 입학을 위한 과도한 경쟁과 사교육비 지출을 억제하기 위해 2011년에 도입되었다. 이에 따라 외국어고등학교의 학생선발에서 필기고사의 활용이 제한되었고, 학생선발은 학교생활기록부 등의 서류전형과 심층 면접을 통해서 이루어졌다. 지난 3년간의 정책 성과 분석을 위하여 평가틀을 개발하였으며, 전국 31개 외국어고등학교의 학생, 교사, 입학담당관 등 총 4,650명을 대상으로 설문조사를 실시하였다.
분석결과는 다음과 같다. 첫째, 창의적 인재양성의 기초 마련이라는 평가 기준에서 볼 때 자기주도학습전형 이전과 비교하여 학생들의 학업성취도가 향상되었으며, 학습 및 진로선택 태도와 교우관계에 대한 긍정적 인식이 높게 나타났다. 둘째, 학교 설립 목적에 맞는 학생 선발이라는 평가 기준에서 보면, 면접 점수 영향으로 최종 합격한 학생의 비율이 증가하고 있으며, 학교 교육활동에 대해 이전보다 만족하는 것으로 나타났다. 또한, 대학 진학 시 전공 일치도는 어문계열의 비율이 높지는 않지만 지속적으로 증가하는 것으로 나타났다. 셋째, 입시 사교육비 증가에 대한 대응이라는 평가 기준에서 보면, 사교육비와 사교육 참여율을 이전보다 줄어들고 있는 반면 자기주도학습전형 준비 과정에서 사교육이 일부 발생하는 것으로 나타났다. 넷째, 특목고 입학경쟁 완화 및 중학교 교육 정상화 기준에서 보면, 입학 경쟁률은 적정한 수준을 유지하고 있으며, 자기주도학습전형 정책의 도입 이후 중학교 교육활동은 정상적으로 이루어지는 것으로 나타났다. 이상의 결과를 종합해보면 자기주도학습전형 정책은 정책의 목적에 비추어 볼 때 성공적인 성과를 내고 있다고 평가할 수 있다.

영어초록

The purpose of the study was to evaluate the performance of the self-directed learning admission policy in foreign language high schools for the past three years. This admission policy was designed to curb excessive competition and spending on private tutoring expenditure to enter foreign language high schools. Since 2011, the schools have been prohibited from any type of written admission tests and thus have selected their students through the screening of school records and the in-depth interview by admission officers. In conducting performance evaluation, the study developed evaluation framework and surveyed a total of 4,650 students, teachers, and admission officers in 31 foreign language high schools.
The results of the study were as follows. The first evaluative criterion was whether the admission policy contributed to cultivation of creative students. The study found that academic achievement of students who entered the schools through the self-directed learning admission process has been improved especially in Math and Korean language. In addition, the students showed more positive relationship with their peers and better attitude toward learning and career choice than those who entered the schools through written admission tests. The second one was whether the schools selected their students in a proper way to accomplish the original goal of the schools. The result showed that in-depth interview has been more influential in getting admission and the students have felt more satisfied with school education than their counterpart. In addition, the percentage of the students chosen their college major in the field of language or literature has been steadily increased, but it is still small. As for the third one related to private tutoring, the study found that private tutoring participation and its expenditure have steadily decreased, while private tutoring has still occurred in preparing for applicant materials and in-depth interview. In terms of normalization of middle school education that is the fourth criterion, admission competition for foreign language high schools has lessened and middle school eduction has been much normalized. From these findings, the study concluded that the self-directed learning admission policy was successful on the whole and should be continued.
