북한 민족담론의 긴장(緊張)과 ‘두 국가론’ (Tension in North Korean National Discourse and the ‘Two-Korea’)

초록

본 연구는 탈냉전 이후로 북한의 민족 담론을 재조명하고, 현재 두 국가론과의 긴장을 재해석하고자 했다. 연구 결과는 다음과 같다. 먼저, 북한의 민족 담론에 대한 평가다. 첫째, 탈냉전 이후 북한의 민족 담론은 사상성(혁명 민족의 실체 발굴), 영속성(고려 민족의 영토성 발굴), 투쟁성(저항 민족의 역사 소환), 정통성(민족 문화의 우수성 건설)이라는 4개의 기둥으로 재건축됨에 따라 남북 간 민족의 이질성을 심화시킨 실체를 낳았다. 둘째, 북한 민족 담론의 오류는, 분명 하나의 민족에서 소환되었으나(사상이나 체제, 이념, 계급 위의 민족 설정), 점차 단계적으로 대중 정치화에 역이용됨으로써 내적 주체와 외적 적대를 구조화하고 그 경계에서 민족의 내부 갈등을 격화시켰다는 데 있다. 셋째, 현재 북한에서 진정한 민족개념은 문화적·정서적 테두리 내에서만 유지될 뿐(민족 유산과 민속), 한민족의 정체성은 국가주의(국가제일주의와 두 국가론)가 대체하고 있다. 다음으로, 남북관계에서의 몇 가지 문제들을 제시해 본다. 첫째, 북한 민족 담론의 역사적 실체를 있는 그대로 정확히 파악하고, 단순히 분단을 넘어선 민족 동질성의 구조적 문제들에서부터 통일 담론이 재논의되어야 한다. 둘째, 전통을 넘어 근대에서 현대로 이어지는 동안 우리가 이룩해온 민족 발전의 당위성을 어떻게 통일문제로 수렴할 것인지의 문제를 고민해야 한다. 마지막으로 전통과 현실 사이에서 민족정체성을 유지하면서도 해외의 한민족 집단과 결속하고 타민족과도 공존하며 다양성이 결합된 민족 담론 건설을 모색해야 한다.

영어초록

This article examines North Korea's national discourse after the post-Cold War and reinterprets current tensions between the two-state theories. The results of the study are as follows.
First, it is an evaluation of North Korea's national discourse. After the post-Cold War, North Korea's national discourse has been reconstructed with four pillars: ideology (discovering the reality of the revolutionary people), permanence (discovering the territoriality of the Goryeo people), combativeness (recalling the history of the resistance forces), and legitimacy (building the excellence of national culture), which has resulted in a reality that has deepened national heterogeneity between the South and the North. Second, the fallacy of North Korea's national discourse is that it was summoned from a single nation (establishing a nation above ideology, system, ideology, and class), but was gradually used for group politicization, thereby structuring internal subjects and external hostility and intensifying the internal conflict of the nation. Third, in North Korea today, the true concept of a nation is maintained only within cultural and emotional frameworks (national heritage and folklore), and the identity of the Korean people is being replaced by nationalism or the two-Korea discourse.
Next, it examines problems in inter-Korean relations. First, the historical reality of North Korea's national discourse must be accurately understood, and the unification discourse must be re-assessed from a perspective that examines structural issues of national homogeneity that go beyond mere division. Second, although tradition is important, we must consider how to converge the legitimacy of national development achieved from the modern era to the present into the issue of unification. Finally, we must construct a national discourse that combines diversity, while maintaining national identity between tradition and reality, and allowing solidarity with ethnic Korean groups overseas and coexistence and cooperation with other ethnic groups.
