러시아의 동북아 가스정책과 극동 · 동시베리아 가스의 공급 안정성 (Northeast Asian Multilateral Security: Russian Policies and South Korea-Russia Cooperation)

초록

본 연구는 러시아 동북아 가스정책의 내용을 동시베리아·극동 가스의 공급 충족성의 견지에서 분석하고 이에 대한 시사점을 얻은 것을 목표로 한다. 러시아 동북아 가스공급의 공급 안정성을 평가하기 위해서는 러시아 동시베리아·극동 가스의 잠재적 수요, 생산능력, 운송능력, 재정능력 등 네 가지 측면에서 분석할 필요가 있을 것이다. 첫째, 동시베리아와 극동에 석유 가스전 개발에 필요한 투자 규모는 거대하고 러시아는 이 투자를 자신만으로 할 수 없다는 것을 보여주었다. 둘째, 동북아 가스협력의 선순환을 위해서는 러시아의 부족한 재정능력을 감안하여 가스전 개발과 운송망 건설에 동북아 국가의 참여를 유도해야 한다. 셋째, 러시아의 동북아 가스 공급 능력의 불확실성은 순수한 재정적 문제이며, 따라서 동북아 국가에서 러시아 가스의 공급 충족성은 가격 적정성과 밀접한 연관성을 갖고 있다. 넷째, 공급능력 및 개발 속도와 재정 능력을 고려해 보면 동시베리아·극동의 본격적인 가스생산은 2017년 이후가 될 것으로 보인다. 다섯째, 시진핑 정부의 중러 전략적 관계의 지속·확대 정책과 아베 정부의 신에너지 정책과 에너지를 매개로 하는 북방영토 정책은 러시아 동시베리아·극동의 가스 공급 안정성에 긍정적 영향을 미칠 것이다. 동시베리아·극동 가스의 동북아 공급의 안정성을 위해서는 러시아는 동북아 국가들과의 원만한 가스 가격협상과 운송 인프라 및 가스전 개발에 동북아 국가들의 투자를 허용·유인할 수 있는 제도 마련을 통해 재정능력을 갖춤과 아울러 충분한 공급 물량 확보를 위해 서시베리아 가스와의 연계 개발에 주력해야 한다. 동북아 가스정책에서 러시아의 이러한 전향적 자세 변화 없이는 동시베리아·극동 가스의 동북아 공급 안정성을 긍정적으로 평가하기는 어려운 상황이다.

영어초록

This study aims to analyze Russia’s gas policy toward the Northeast Asia from a perspective of supply satisfaction of the East Siberian and Far Eastern gas and to get our implications. The stability of Russian gas supply to the Northeast Asia needs to be assessed from the following four aspects; potential demand, production capacity, transport capacity, and financial capacity of the East Siberian and Far Eastern gas.
First of all, it has been known, the investment size for the development of oil and gas fields in the East Siberia and the Russian Far East region is so enormous that Russia alone cannot afford the investment.
Second, for a virtuous circle of the gas cooperation in the Northeast Asia, we need to induce participation of the Northeast Asian countries in the development of gas fields and construction of transportation network, taking into account Russia’s insufficient financial capacity.
Third, the uncertainty of Russia’s capability for gas supply to the Northeast Asia is definitely a financial matter, because the Russian gas supply satisfaction in the Northeast Asian countries is closely related to the appropriateness of its price.
Fourth, if taking into account of Russia’s gas supply capacity, the rate of development, and financial capacity, a full-scale production of the East Siberian and Far Eastern gas will be able to begin after 2017.
Fifth, both policy of the Xi Jinping government to maintain and expand the China-Russia strategic relationship and policy of the Abe government on Northern Territories will have positive influences upon the stability of gas supply from Russia’s East Siberia and Far East.
To secure stability of the East Siberian and Far Eastern gas supply to the Northeast Asia, Russia should make a great effort not only to smoothen the price negotiation process with the Northeast Asian countries, but also to build up her financial capacity through preparing a system to allow and induce investment from the Northeast Asian countries in the development of gas fields and transportation infrastructure. Without this fundamental change in Russia’s gas policy toward the Northeast Asia, it is hard to make a positive evaluation on the stability in supply of the East Siberian and Far Eastern gas to the Northeast Asia.
