초록

환경정보를 수집, 분석하는 것은 환경문제를 해결하기 위한 정책판단에 있어서 선결적인 과제이다. 특히 국제적인 협력이 요망되는 분야에 자국의 관련된 환경정보를 신의성실하게 상호간 교환하고 협의하는 것이 필요하다. 이러한 차원에서 국내적으로 정부가 보유한 환경정보를 투명하게 주민들에게 접근을 허용하고 국제적으로는 당사국들이 보유한 정보를 협력국들과 공유하는 “환경정보접근 및 공유”에 관한 협력의 중요성이 있다. 환경정보 접근 및 공유에 관한 협력은 국제적으로 실효성 있는 환경협력의 기초로서의 의의가 있다. 따라서 동북아시아에서 환경정보 접근 및 공유 체제를 구축할 수 있다면 이는 장기적으로는 향후 동북아환경협력기구 설립에 있어 초석의 역할을 하게 될 것이다. 동 논문은 동아시아의 환경정보접근 및 공유에 관한 협력체 구성을 논의하고 있다. 공존의 관계에서 협력의 관계로 변화되는 국제사회에서 동북아지역의 긴밀한 협력관계는 지역적 평화와 번영을 위해 중요하다. 다시 말해, 한·중·일이 민주주의 가치를 기반으로 경제성장을 통해 인권과 복지를 향상하는 것이 동북아시아의 평화와 번영에 직결될 것이며 이를 위한 한·중·일 3국의 협력의 중요성은 배가되고 있다는 것이다. 환경문제를 해결하기 위한 협력 안건은 미래지향적이라는 점에서 한·중·일 삼국의 협력 관계 구축의 단초로 이해하는 최고위층의 정치적 판단과 의지가 중요하다.

영어초록

In order to tackle various environmental issues in East-Asia, it is paramount that an international organization with traits that mirror the East-Asian Environmental Cooperation Organization be established. Presently, a major concern is that the level of cooperation is ad hoc at best—based mainly on the fact that various nations have set their own programs and/ or standards. In order to overcome this shortcoming, it is require to establishing an international organization for international cooperation of environmental information. The most moderate way to draw a consensus among the governments is to set up a vehicle that will place the least amount of burden on the governments and this should be done in the form of "soft law." In follows that notwithstanding meetings between government and experts, mutual international and domestic collaboration such as North-East Asia Stakeholder Forum by stakeholder including NGOs and industries will be required.
The Aarhus Convention is the benchmark for accessing and sharing of environmental information. The Aarhus Convention’s roots are based in Western European countries and started out by including popular public opinion coupled with the sentiments of the environmental groups which ultimately led them to participate with the governments by having the government grant them the right to participate. It is necessary to connect each nation’s information system onto an international network- Clearinghouse. In addition, concerning that the project will require participation and collaboration from various professionals and institutes within each participating countries and we must find ways to induce their collaboration by way of enticing them with expert meetings and international seminars.
In a changing society, establishing a close cooperation in Northeastern Asia region is important one for regional peace and prosperity. In other word, improving human right and public welfare by developing the three countries’ economy, Korea, China, Japan, with democratic value, would be directly connected to peace and prosperity in Northeast Asia. Consequently, the importance of collaboration of three countries is increasing rapidly. Lastly, the proposal for solving environmental problems would be forward looking. Accordingly, the political judgment and intent at the highest level between Korea, China, and Japan will likely to be the most important when it comes to making progress.
