초록

2020년 통일 30주년을 맞이한 독일은 한때 ‘유럽의 병자’에서 유럽의 모범국으로변화하였다. 한편으로 지난 30년은 독일이 통일로 인한 시행착오와 어려움을 극복하고 동서독의 통합을 향해 나아간 역사적 과정이기도 하다.
동서독 주민 간의 경제적 격차는 상당 부분 해소되었으며, 동독지역 주민의 평균수명도 급격하게 증가하여 서독과 대등한 수준에 도달하였다. 현재 동독지역의 주민들 가운데 통일과 그 후의 진행 경과에 대해서 만족하는 비율이 높지만, 경제적인 성과에도 불구하고 동독 주민은 2등 국민으로 전락했다는 패배 의식에 빠져있고, 동독의 역사와 자신들의 가치관과 삶이 송두리째 부정되는 상실감을 호소하기도 한다. 구동독 지역 주민의 피차별 의식은 외국인과 난민 등에 대한 혐오감을 확산시키는 결과를 초래하기도 하였다.
동서독의 통일 후 지난 30년간의 노력과 경험은 통일을 대비하는 우리나라에게 많은 시사점을 제공하고 있다. 독일의 통일과 그 후 31년간의 시간이 흐른 시점에서, 통일은 분단의 종료가 아니라 ‘내적 통합’을 향한 출발이라는 것이고, ‘내적 통합’은 정부통합의 자동적인 결과가 아니라는 사실이다.
본 연구의 목적은 독일의 통일과 통일 후 30년 동안의 ‘내적 통합’의 핵심인 경제통합의 성과를 평가하고 대한민국의 시사점을 얻으려 하는 것이다. 남북한의 통일과 남북한 주민의 진정한 ‘내적 통합’을 위해 독일의 경험을 철저하게 연구하고 이를 바탕으로 통일 시대의 물질적 영역의 동등한 생활 여건과 함께 문화적ㆍ정서적 영역의 합일을 이끌어 낼 수 있는 법과 제도를 준비해야 한다.

영어초록

Germany, which celebrated the 30th anniversary of unification in 2020, once was called the ‘sick man of Europe’, and is now considered as the model country for Europe. The past 30 years are also a historical process in which Germany overcame trials and errors and difficulties caused by unification and moved toward the completion of the reunification of East and West Germany.
The economic disparity between the East and West German residents has been largely resolved, and the average life expectancy of the residents in the former East Germany has also increased sharply, reaching a level comparable to that of West Germany. Currently, among the residents of the former East Germany, a high percentage of them are satisfied with the reunification and the progress thereafter. But despite the economic achievements, the former East German residents are engrossed in a sense of defeat that they have been reduced to second-class citizens, and their own history, their values and life style have dwindled. They sometimes complain of a sense of loss that is completely denied. There are also increasing discriminations in the former East German territory against foreigners, especially refugees.
The efforts and experiences of the past 30 years after the reunification of East and West Germany provide many implications for Korea in preparation for its own reunification. At the time when Germany’s unification and 31 years have passed since then, unification is not the end of division, but the beginning of ‘internal integration’, and the fact that ‘internal integration’ is not an automatic result of government integration.
The purpose of this study is to evaluate the achievements of German unification and economic integration, which are the core of ‘internal integration’ for 30 years after unification, and to obtain implications for the Republic of Korea. For the reunification of the two Koreas and the true ‘internal integration’ of the people, the German experience is scrutinized, and the laws and systems that can lead to the unity of the cultural and emotional realms as well as equal living conditions in the material realm in the era of unification were developed. It is time to be well prepared for the Koreans for reunification at any time.
