필리핀 아로요 행정부의 대(對) 중국외교 (The Philippine Arroyo Administration's Diplomacy towards China)

초록

연구자는 <그림 1-1>의 분석틀(본문 참조)과 함께 아로요
행정부의 강대국외교, 특히 대(對) 중국외교의 실재(realities)를 면밀하게
분석하여 그 특징적 양상을 찾아내고 향후 양국관계의 전망을 내려 보고
자 하는 것이었다. 연구의 결과, 다음과 같은 특징적 양상을 찾아낼 수 있
었다. 첫째, 아로요 행정부는 중국을 강력한 동맹국으로 인식하고 있다.
둘째, 아로요 행정부는 중국을 확고한 군사안보협력 파트너로 받아들이고
있다. 셋째, 아로요 행정부는 남사군도 영유권 분쟁문제 해결방안의 일환
으로 아세안의 다자적 접근을 공식적으로 인정하되, 실제적으로는 중국과
의 외교채널을 통하여 양자적 접근도 조심스럽게 추진하고 있다. 넷째, 아
로요 행정부는 에너지 자원을 비롯하여 차관 및 투자 확보를 위해 대(對)
중국 세일즈외교를 적극적으로 펼치고 있다. 다섯째, 아로요 행정부가 들
어서고 난 이후, 대 중국 교역량이 급증하고 있다. 마지막으로, 아로요 행
정부는 정치외교적으로는 중국의 ‘원 차이나 정책(One China Policy)’을
지지하고 있지만, 경제적으로는 민간차원에서 대만과의 관계를 지속적으
로 유지하고 있다. 이러한 아로요 행정부의 대(對) 중국외교의 특징적 양
상을 고려해 볼 때 양국관계는 33년이라는 외교역사 상 지금이 가장 호황
기(golden age)를 누리고 있는 것으로 평가된다. 이 양국 간의 외교적 호
황기는 아로요 대통령의 임기가 만료되는 시점까지는 물론, 그 이후라 하
더라도 당분간은 지속될 것으로 전망된다. 특히, 필리핀의 입장에서 볼 때
세계적/지역적 강대국으로 자리매김하고 있는 중국을 정치안보 및 경제안
보의 협력파트너로 받아 들여 역내 평화와 안정의 지렛대로 활용할 가치
가 있다는 점에서, 그리고 중국의 입장에서는 미국과의 전통적인 동맹관계에 놓여 있는 필리핀을 동남아 진출의 전략적 전초기지로 활용할 가치
가 있다는 점에서 양국관계는 향후 더욱 긴밀하게 움직여질 가능성이 높
다

영어초록

With the Analysis Framework(see Diagram 1-1 in the text) the researcher
attempts to deeply examine and analyze the realities of Arroyo
Administration's diplomacy towards China, and tries to come out with future
outlooks of the Philippines-China Relations by finding out the characteristic
aspects of it. In the results of the research, the following characteristic aspects
were found: first, the Arroyo Administration recognizes China as a strong
allied power; second, the Arroyo Administration recognizes China as a strong
partner for military-security cooperation; third, the Arroyo Administration
advances to China to only show officially its participation on helping solve the
dominion dispute of the Spratly Island to ASEAN as a multilateral approach
but as for the real reason, Arroyo Administration is looking at the
opportunities of cooperative advantages between Philippines and China
through their political channels as a bilateral approach; fourth, Arroyo
Administration is hoping to develop the sales-diplomacy with China by
proposing with its energy resources to secure loans and investments; fifth, the
Arroyo Administration has rapidly increased the trade volume with China;
and last, the Arroyo Administration politico-diplomatically supports 'one china
policy' of China’s, but constantly maintains its relationship with Taiwan in the
economic field. In these regards, it is evaluated that the 33 years of
Philippines-China relations is facing its Gold Age at present. The diplomatic
Gold Age is surely expected to continue until the days of President Arroyo’s
leadership, or even a little after Arroyo’s. In particular, the bilateral
relationship between the Philippines and China have the possibilities to develop its cooperation tighter in the near future because the Philippines
respects the advantages of China of being one of the regional powers and
potentiality of becoming the major power in the world therefore by
maintaining the cooperative partnership, Philippines may secure not just its
economy but also its politics. This will result to securing peace and stability
in the Asia-Pacific region as a larger picture. Meanwhile, China can make use
of the Philippines as a strategic base for infiltrating into the Southeast Asian
region due to the historical and traditional relationship that the Philippines
maintained with the United States.
