초록

이 연구는 후진타오와 시진핑 집권 시기 중국공산당 중앙위원회 정치국의 집체학습(集体学习)의 내용과 성격, 그리고 그 국내 및 국제정치적 함의 분석을 목적으로 한다. 오늘날 중국은 시진핑 정권의 등장과 함께 중화민족의 위대한 부흥이라는 중국의 꿈을 실현하기 위한 대내외 관련 계획과 정책들을 실행에 옮기면서 글로벌 거버넌스에도 적극적으로 참여하고 있다. G2로 성장한 강대국 중국이 현재는 물론 향후 무엇을 위해 힘을 사용할 것인가의 문제는 단지 미국이나 일본 등 일부 강대국에 그 관심과 중요성이 국한되지 않으며, 역사적으로 한반도에 끼쳐온 중국의 영향력을 볼 때, 우리에게 그것은 생존의 문제와 직결되어 있다. 중국의 관심사와 그와 관련한 힘의 사용은 따라서 우리의 생존과 번영을 위해 우리가 반드시 직시해야만 할 엄연한 현실이자 충분히 관심을 기울여야 할 당위이기도 하다. 이런 측면에서 이 연구는 중앙위원회 정치국의 집체학습에 주목할 필요가 있다고 강조한다. 중앙위원회 정치국은 중국을 움직이는 최고 권력자들의 조직이다. 이들의 결정이 곧 중국의 결정이며, 중국은 그 결정에 따라 움직인다. 따라서 중국의 대내외 현황과 향후의 방향을 알기 위해서는 이들이 대내외적으로 어떤 문제와 주제에 관심을 두고 그에 대해 어떤 시각을 갖는지 이해하는 것이 필수적이다. 정치국 집체학습은 중국지도부의 이런 대내외적 관심사와 시각을 반영하며, 따라서 중국의 현재와 미래를 들여다 볼 수 있는 하나의 창구로서 기능한다.

영어초록

This paper aims to analyze the content and nature of the collective study of the Political Bureau of the CPC Central Committee during the reign of Hu Jintao and Xi Jinping, as well as its domestic and international political implications. Today, with the advent of the Xi Jinping administration, China is also actively participating in global governance, implementing internal and external related plans and policies to realize China's dream of a great revival of the Chinese people. The question of what China, a power that has grown into the G2, will use its power not only for the present but also for the future, is not limited to its interest and importance to some powers, such as the United States and Japan, but to us it is directly related to the question of survival, given China's influence on the Korean Peninsula historically. China's concerns and the use of force in connection with them are therefore a stark reality that we must face up to for our survival and prosperity, and deserve our full attention. In this respect, this study argues that attention needs to be paid to the collective study of the Political Bureau of the CPC Central Committee. The Political Bureau of the CPC Central Committee is the organization of the most powerful people who move China. Their decision is China's decision, and China moves according to that decision. Therefore, in order to know the current state of China and its future direction, it is essential to understand what issues and topics they are interested in and how they view them both internally and externally. The collective study of the Political Bureau of the CPC Central Committee reflects the top leaders’ interests and perspectives of domestic and international issues, and thereby functions as a window to get a glimpse of the present and future of China.
