다기준 정책 의사결정 방법론 연구 (Study on the Methodology for the Policy Decision Making with Multi-Criteria)

초록

본 연구에서는 과학적 의사결정을 위한 대안 결정 방법으로 다기준 의사결정 모형을 개발하고, 향후 정책적 활용 가능성을 검토하였다. 구체적으로는 청년 창업 공간을 구축을 위한 철도의 선로 하부 유휴부지를 선정하는 정책 의사결정 사례를 중심으로 논의한다. 논문은 합리적 대안 선정을 위한 평가모델 개발과 실제 후보지를 대상으로 실증하는 두 가지 영역으로 구성되었다.
도심 지역의 가용 토지 고갈과 토지 가격 상승으로 인해 다양한 국공유 유휴부지를 정책에 활용하는 것에 대한 관심이 높아지고 있다. 본 연구는 잠재적 국공유 가용지로 철도 교량의 하부공간에 대한 입체적 활용가능성에 주목하였다. 지금까지 철도 하부공간은 녹지, 나대지 등으로 미활용 되고 있거나, 철도사업법, 국유재산법 등의 관련법에서 허용하는 공원, 주차장, 체육시설 등의 제한적 범위로 활용되었다. 도심을 통과하는 철도 구간의 교량 하부 공간은 경제성과 효과성이 높기 때문에 주민 친화적 공간으로 활용하는 방안이 적극적으로 검토되어야 한다. 토지비 등의 개발 비용이 상대적으로 낮고, 도시 환경에 대한 개선 효과가 높기 때문이다. 또한 교량이 존재함으로써 발생했던 지역 단절과 관리되지 않고 방치되는 문제점을 동시에 해소할 수 있는 장점이 있다.
본 연구는 철도 하부의 유휴공간을 대상으로 정책적 활용을 위한 우선순위 결정 모델을 수립하는 것을 목적으로 한다. 평가모델은 2단계 평가모델을 개발하였다. 1단계에서 Brown and Gibson model(1972)을 참고하여 절대기준 평가를 시행하였다. 2단계 평가에서는 계층화 분석 기법(AHP, Analytic Hierarchy Process)을 이용하여 중요도를 결정하고, 상대기준 평가를 시행하였다. 1단계 평가결과로 우선순위를 평가할 대상 후보지로 선별하고, 2단계 평가에서는 중요도에 따른 가중치를 적용함으로써 실질적인 우선순위를 도출하였다.
평가지표로는 입지관점, 공간관점과 지역활성화 관점에서 8개의 다기준 평가지표를 사용하였다. 각 지표는 평가 유형에 따라서 단일 지표 또는 복합지표로 구성되었고, 평가 성격에 따라서는 계량지표 또는 비계량지표로 구성되었다. 본 연구의 제안 모형을 적용하여 유휴지 특성과 정책 활용 목표에 부합하는 결과를 도출하였다. 연구 결과로부터 제안 모형에 대한 정책적 활용 가능성을 확인하였다.

This study aims to propose a multi-criteria decision model for scientific decision making, and examine the usability to choose the rational alternative for the policy maker. Specifically, we discuss the case of selection the idle site of the railway to construct the youth entrepreneurial space. The paper consists of two areas: the development of an evaluation model for the selection of rational alternatives and the demonstration of actual candidate sites.
Since the depletion of available land in urban areas and the rise in land prices, there is increasing interest in utilizing diverse unused land in policies. This study focuses on the possibility of the multi-dimensional utilization of railway bridges in subspaces with potential use of public stations. Until now, railway subspaces have been used for green spaces, meadows, and so forth. In the other cases, those have been limitedly used in parks, public parking lots, and sports facilities which are permitted by relevant laws such as the Railway Business Act and the National Property Law.
The plan to utilize it as a resident friendly space should be positively examined, because the lower part of the bridge section of the railway section passing through the city has high economic efficiency and effectiveness. Development costs such as land costs are relatively low, and the improvement effect on the urban environment is high. In addition, there is an advantage of solving the problem of being disconnected due to the presence of bridges and being left untreated.
The purpose of this study is to establish a priority decision model for the policy use of the idle space under the railway. The evaluation model developed a two- step evaluation model. In the first stage, the absolute criterion was evaluated by referring to the Brown and Gibson model (1972). In the second stage evaluation, importance was determined using AHP (Analytic Hierarchy Process) and relative standard evaluation was performed. As a result of the first stage evaluation, the candidates were selected as candidates for evaluation. In the second stage evaluation, practical priority was derived by applying weight according to importance.
Eight multi-criteria evaluation indexes were used in terms of location perspective, space perspective and regional economic vitalization perspective. Each indicator consisted of the single indicator or composite indicator depending on the definition, and the quantitative or qualitative indicator depending on the measurement method. Applying the proposed model of this study, we derived the results that match the characteristics of idle site of the railroad and the policy utilization. From the results of the study, we confirmed the possibility of applying the proposed model to the policy.
