역량중심 교육과정 사례 분석 및 음악교육에의 시사점: 영국과 뉴질랜드를 중심으로 (An Analysis of Competency-Based Curriculum and its Implications for Music Education: Focused on UK and New Zealand)

초록

본 연구는 음악교과를 통해 길러질 수 있는 핵심역량 및 인성교육 요소를 분석하고 정리하여 미래에 요구되는 음악교과의 교육정책에 기초적인 자료 및 발전적 관점을 제시하고자 하였다. 본 연구에서는 미래사회에 필요한 핵심역량 및 인성교육을 강조하면서 역량중심으로 개정하고 있는 외국의 역량중심 교육과정의 형태 및 내용을 살펴보았다. 그 중에서 영국과 뉴질랜드의 음악과 교육과정에 국가에서 정한 핵심역량 및 인성교육 요소가 어떻게 반영되어 제시되는지 살펴보고 우리나라 중등 음악과 교육과정과 연계시켜서 분석하였다. 외국의 교육과정에서는 국가에서 정한 핵심역량의 함양이라는 목표를 음악교과의 목표와 방향을 고수하면서 음악교과에 맞게 구체적인 의미를 재해석하고 충실히 적용하여 제시하는 것을 볼 수 있었다. 그러나 핵심역량 중심으로 국가교육과정을 재구조화해도 현장에서의 실천과 학습경험의 변화가 더 중요하다. 그러므로 음악교과의 고유역량과 음악교육을 통해 길러질 수 있는 핵심역량에 대한 합의가 필요하고 현장에서의 실천을 위한 다양한 연구, 교수학습 방법 및 평가방법에 대한 개발이 필요하다. 또한 음악교과를 그 성격에 맞게 충실히 가르칠 때 핵심역량과 인성역량은 종합적으로 길러진다고 볼 수 있다.

영어초록

The purpose of this study is to analyze the elements of the key competencies and character education that can be achieved through music education curriculum and to propose elementary data and developmental perspectives that may be necessary for the future. While emphasizing the key competencies and character education required for a future society, this study examines the form and content of competency-based curriculum of foreign countries that are being revised to become more competency-focused. Among such countries, the study examines how the elements of key competencies and character education designated by the government are reflected in and applied to the music education curriculum of the UK and New Zealand and analyzes them in relation to the current situation in Korea. It was found that the music education curriculum in the UK and New Zealand proposes fundamental objectives and directions for music education to reinterpret, apply and state clearly the detailed meaning of the goal of cultivating the key competencies designated by their governments that is appropriate for music education. However, even if the national curriculum is restructured to be focused on the key competencies, it is far more important that such changes are implemented in schools and result in changes to the learning experience. As a result, it is necessary to find an agreement on the competencies that can be fostered through the unique competencies of music education and the music education that is appropriate to the actual conditions in Korea, and it is also necessary to develop diverse research, teaching and learning methods and evaluation methods to put it into practice in schools. Further, it can be concluded that key competencies and character education can be comprehensively achieved when the curriculum for music education is taught in accordance with its unique characteristics.
