초록

[연구목적] 본 연구는 뉴질랜드의 고교 졸업 자격 제도(NCEA)를 개관하고 그 특징과 한계로부터 우리나라 고등학교 졸업 요건 설정에 관한 시사점을 도출하는 것을 목적으로 하였다.
[연구방법] 뉴질랜드 자격청 웹사이트로부터 수집한 NCEA에 관한 기초자료와 국외 학술논문, 고교 졸업 자격 등에 관한 국내·외 문헌을 수집하고 분석하였다.
[연구결과] NCEA는 국가 수준에서 관리되는 세계적인 학력인증제도로서 고교 졸업 후 진학과 취업을 위한 최소 자격을 증명하고 대입에서 학생을 선발하는 지표로서 기능한다. 이 제도는 학생이 선택하여 이수한 교과목의 ‘기준’ 충족 여부를 내·외부 평가로 판정하고, 학생이 일정 수 이상의 학점을 누적하면 고등학교 졸업 자격을 부여한다. 학생들은 NCEA를 충족시키는 과정에서 반드시 알아야 할 내용과 할 줄 알아야 하는 기능을 습득함으로써 졸업 후의 성공적인 학업 및 직업수행을 준비할 수 있다. 그러나 자격 취득에서 질적인 측면보다 양적인 측면이 강조되어 학생들에게 학업성취 동기를 적절히 부여하지 못하는 경향이 있고, 제도의 융통성이 학생과 학부모의 혼란을 유발하는 단점도 있었다.
[결론] 도출된 시사점은 다음과 같다. 첫째, 고교 졸업 요건 설정은 학생 복지 차원에서 접근해야 한다. 둘째, 선택 교육과정으로 운영되는 고등학교의 기초학력 개념을 명확하게 규정해야 한다. 셋째, 진급과 졸업을 위한 최소한의 요건을 명확하게 제시해야 한다. 넷째, 이수기준의 충족 여부를 판정하기 위해 현행 교육과정의 ‘성취기준’을 적극적으로 활용할 수 있을 것이다. 다섯째, 고교 졸업 요건을 평가할 때에는 내부평가와 외부평가를 적절하게 병행해야 할 것이다. 여섯째, 고교 졸업 자격 제도는 대입에서 학생 선발을 위한 지표로도 활용할 수 있도록 설계되어야 할 것이다.

영어초록

[Purpose〕This study aims to create an overview of the National Certificate of Educational Achievement(NCEA) in New Zealand and derive inferences of its attributes and limitations to establish high school graduation requirements in South Korea.
〔Methods〕I collected and analyzed the data on NCEA from the New Zealand Qualification Authority website, as well as international theses and literature on high school graduation qualifications in Korea and overseas.
〔Results〕The NCEA is a world-renowned academic certification system, and it certifies that one has the minimum qualifications required to continue studies or get a job after graduating secondary school and approves students for university admission. This system determines whether students meet the qualifying “standards” of the subjects they have chosen based on the internal and external assessments and grants them the qualifications certificate for secondary school graduation if they gain a certain number of credits. Students can prepare for successful studies and careers after graduation by learning what they must know and obtain the skills they must perform to passing each level of the NCEA system. However, the system tends to lay stress on quantity rather than quality, thereby failing to properly motivate students to make scholastic achievements. Furthermore, the flexibility of the system also causes confusion among students and parents.
〔Conclusion〕The inferences derived from this system are as follows. First, the establishment of high school graduation requirements must be approached considering student’s welfare. Second, it is necessary to clearly define the concept of basic academic level in high school, which is operated as an optional curriculum. Third, the minimum requirements for advancement to higher levels or graduation must be clearly provided. Fourth, the “achievement standards” of the present curriculum can be actively used to determine whether the completion standards are met. Fifth, both internal and external assessments must be used in balance when assessing the qualifications attained in high school graduation. Sixth, the high school graduation requirement system must be designed so that it can be used as an index to select students for college admissions.
