북녘출신자를 향한 혐오 : 탈인간화의 전략과 주체의 (재)배치 (Hate toward North Korea migrants : strategies for dehumanization, and (re)position of subjects.)

초록

이 글은 오늘날 북녘출신자를 향한 혐오(표현)을 단지 부도덕하고 범법적인 행위라고 비판하는 것을 넘어 그것이 가능한 본원적인 조건과 그 효과를 탐구하는 데에 주요 목적이 있다. 이에 이 글은 첫째, 북녘출신자에 대한 혐오(표현)은 호명 권력이 이들을 지배의 구조적 관계에 종속/예속시키는 효과를 내는 것이라는 관점에서 북녘출신자에 대한 호명이 변화해온 역사를 짚어본다. 그리고 이들이 분단 권력과 자본주의적 권력에 의해 처음에는 영웅이었다가 오늘날에는 취약성의 이름으로 호명되는 동시에 탈인간화의 얼굴로 재현되고 있다는 점을 밝힌다. 하지만 이것은 남한출신자들과의 ‘사회적 관계’를 고려하지 않았다는 점에서 한계를 지닌 설명이다. 그런 이유로 이 글은 둘째, 북녘출신자들이 어떻게 사회적 관계 속에서 혐오의 대상이 되는지를 ‘망상의 사회적 게임’이라는 은유적 개념에 바탕하여 논의하였다. 무엇보다 그러한 게임이 가능한 것은 분단의 논리를 체화한 동시에 신자유주의적 광풍으로 인해 장소상실의 박탈감을 안고 있는 남한출신자들의 실존적 조건에 연유하는 것으로 파악하였다. 북녘출신자는 남녘출신자의 삶을 위태롭게 만들 수 있는 잠재적 위협이 될 뿐만 아니라 경제적인 몫을 편취하는 대상이 되는 것이다. 여기에서 중요한 점은 그러한 망상의 사회적 게임이 둘 간의 차이를 지속적으로 도입하고 위계질서를 형성하면서 사회적 위치를 (재)배치한다는 것이다. 궁극적으로 남한출신자는 북녘출신자와의 차이와 우월한 위치의 확보를 통해 스스로의 동일성을 확인하면서, 그들이 정작 문제를 삼아야 하는 분단과 자본의 지배적 구조에 대해서는 이의를 제기하지 않게 된다. 그렇기에 마지막으로 이 글은 북녘출신자에 대한 혐오(표현)은 단지 특정 그룹을 어떻게 대우하느냐의 문제에 국한되지 않으며, 한국 사회 전반을 지배하고 있는 정치·경제·문화의 구조가 지닌 폭력성에 바탕하고 있을 뿐만 아니라 그 폭력성을 은폐/봉합하는 과정 전반을 함축하고 있다고 주장한다.

영어초록

The main purpose of this article is to explore the fundamental conditions and their effects that enable hate (speech) toward North Korea migrants today. First, this article examines the history of the change in the name of North Korea migrants from the viewpoint that the hate (speech) for North Korea migrants has the effect of subordinating/subjugating them to the structural relationship of domination. And it reveals that they were initially heroes by division power and capitalist power, but today they are called the name of vulnerability and at the same time represented as the faces of dehumanization. However, this is a limited explanation in that it did not consider 'social relations' with South Koreans. For that reason, this article secondly discussed how North Korea migrants are subject to hatred in social relations based on the metaphorical concept of 'social game of delusion'. Above all, such games were found to be due to the existential conditions of South Koreans who internalized the logic of division, faced with a neoliberal craze, and had a sense of deprivation of place. North Korea migrants not only pose a potential threat that could jeopardize the lives of South Koreans, but also become targets of defrauding their economic share. The important point here is that such a social game of delusion continuously introduces differences between the two and (re)arranges its social position while forming a hierarchical order. Ultimately, South Koreans confirm their identity by securing differences from North Korean migrants and superior positions, and do not object to the dominant structure of division and capital that they should actually take issue with. Therefore, this article argues that the hate (speech) for North Korea migrants is not limited to the question of how to treat a specific group, but is not only based on the violence of the structure of politics, economy, and culture that dominates Korean society as a whole, but also implies the process of concealing/sealing the violence.
