초록

올해는 한국과 중국이 정식으로 수교한지 20주년이 되는 해로 양국의 문화 부처가 공동으로 2012년을 한중 우정의 연도로 선포할 정도로 한중양국은 급속한 성정과 우애를 다져왔다고 할 수 있다. 한중양국은 1992년 8월 24일 정상적인 외교관계를 선언하면서 외교 역사의 새로운 장을 열렸다고 할 수 있으며, 올해 이명박 대통령은 북경을 방문하여 후진타오 주석과 만남자리에서 한중양국이 새로운 도약을 위한 성장 동력을 마련하기 위하여 한중 자유무역협정(FTA)을 논의하는 토대를 마련하였다는 것은 향후 한중관계에 시사하는 바가 크다. 한중간의 교역량을 보면 1992년에 비해 약 30여배의 증가를 보여 왔을 뿐만 아니라 한미 교역량을 초과하고 있다는 점에서 한국경제의 중국 의존도가 심화하고 있어 이에 대한 정책적 고려를 하여야 한다는 인식이다. 이는 경제적인 측면을 넘어 중미관계의 경쟁구도를 조성하는데 일조하고 있어 한국은 중국과 미국 중 하나를 선택하지 않으면 안 되는 상황으로 전개되어질 가능성이 있다는 우려를 하고 있다. 한중관계에서 고려하여야 할 또 하나의 변수는 북한으로 중국은 정치적으로 북한, 경제적으로는 남한 우선 정책을 실시하고 있는 상황에서 한쪽을 과감히 포기할 수 없는 입장이다. 이명박 정부는 미국 편향적 외교정책을 실시하고 있는 관계로 한중양국의 정치적인 신뢰가 불편한 관계로 전개되어 지고 있는 현실에서 이를 극복할 수 있는 정책을 마련하여야 한다. 그 대안으로 한중 FTA를 제시하고 있지만 한중 FTA는 경제적인 측면의 실리보다는 정치적인 측면의 판단과 고려가 더 요구되고 있다는 인식에서 성공적인 한중관계를 구축하기 위한 새로운 방안을 모색하여야 할 것으로 보인다.

This year marks the 20th anniversary of the establishment of diplomatic relations between Korea and China, and both countries' culture ministries have jointly declared the year 2012 as the Korea-China Year of Friendship. The two countries opened a new chapter in their respective diplomatic history by signing a joint statement declaring normal diplomatic ties on August 24th, 1992 in Beijing. Since then, South Korea and China have both made astonishing progress in all areas. In marking the 20th anniversary, President Lee Myung-bak visited China last Monday and agreed to lay out the groundwork for free trade agreement negotiations with Chinese President Hu Jintao.
At the time of the diplomatic normalization, the bilateral trade volume between Korea and China stood at only 5.03 billion dollars, but as of last year, it has seen a 31-time increase to post 220.6 billion dollars. The first year of bilateral trade was the only time Korea experienced a trade deficit with China, which totaled one-billion-dollars. Ever since then, Korea has been in the black, recording 270 billion dollars in trade surplus. China is Korea’s largest trading partner, accounting for a greater part of Korea’s export than the United States and Japan combined. In the 2000s Korea has recorded an average annual trade growth of 20% with China. With the demands for Korean goods in the United States and Europe shrinking in the wake of a global recession, Korean exporters’ dependence on China is likely to increase even more. Until now China has largely been an intermediate materials supplier, but it has emerged as a new competitor of Korean electronics and steel makers and shipbuilders. Its industrial promotion policies, broadening economic cooperation with Taiwan, abundant capital, and increasing M&As with foreign corporations have made China a formidable competitor of Korea.
Korea has close economic ties with China. Over the past two decades, Korea’s investments in China increased 80 times in number of projects and 160 times in amount. Also, Korea saw a 50-fold increase in its export to China and a 35-fold rise in trade volume. As a result, the bilateral trade volume topped 200 billion dollars in 2011. Given that the China-U.S. trade volume is 385.3 billion dollars, the growth in Korea-China trade has reached an impressive level. However, with increased trade, fiercer competition arose with Chinese products in overseas markets. Korea’s new growth industries overlap extensively with China’s growth engine businesses, which would likely cause intense competition in the future-oriented industries. Such inseparable economic relations are why the two nations are pushing for a free trade agreement.
