When the post-developmental state meets the strong society: The Korean state’s abortive anti-private education policies since the 1990s

초록

This paper aims to examine the changing relations between Korea’s post-developmental state and growing social forces since the 1990s by focusing on the state’s anti-private education policies. This paper points out that, in spite of the state’s continuing attempts to curb it, the private education market has been expanding rapidly through specialization and diversification, while adjusting to the state’s policy measures with high flexibility and resilience. The growth of Korea’s private education market has been spearheaded by the well-to-do middle class families, who have been increasingly moving beyond the reach of the state in seeking to achieve their own educational ambitions in both domestic and global settings. The interactions between the state and social forces manifested in private education since the 1990s suggest that, although maintaining a high degree of autonomy in policy formulation, the Korean state’s capacity in policy execution and social control has been weakened. More importantly, Korea’s post-developmental state now is facing strong and active social forces that can be refractory about the state’s policymaking and overarching goals. Given these changes, Korea’s policymakers need to recalibrate their policymaking dynamics vis-à-vis society to fit a new set of policy environments for more effective and efficient policy implementation.
