국가위기관리체계에 대한 메타거버넌스적 고찰: 2010~2011년 구제역 확산사례를 중심으로 (A Study on Meta-Governance of National Crisis Management System: The Case of Foot-and-Mouth Disease in South Korea)

초록

우리나라는 포괄적 안보개념을 적용하여 전통적 안보위기, 재난위기, 국가핵심기반 마비 상황을 통합적으로 관리할 수 있도록 중앙집권적 국가위기관리체계를 가지고 있었다. 그러나 현 정부는 이를 전통적 안보위기 관리체계와 재난관리체계로 분리하여 분권화 이원화된 체계로 개편하였고, 그 결과 지난 5년간 발생한 국가위기급 대형 사건사고에서 국가위기관리체계의 문제점을 노정하는 결과를 초래하였다. 이 논문은 지난 2010년 11월부터 2011년 4월까지 지속되었던 구제역 재난사태에 대한 사례연구를 통하여 재난관리 거버넌스의 실패 원인이 국가위기관리체계의 메타거버넌스의 역할의 부재라는데 주목하고, 메타거버넌스의 4가지 수단(역할)을 기준으로 구제역 재난관리 거버넌스의 실패 원인을 분석하였다. 분석결과, 재난관리 거버넌스의 실패 원인을 국가위기관리체계의 메타거버넌스의 역할로 설명할 수 있었고, 국가위기관리체계는 국가위기관리 영역에 포함되는 하위 거버넌스에 대한 컨트롤타워의 역할 할 수 있도록 제도적으로 설계되어야 하고 관리할 수 있는 통합적 체계로 재설계되어야 함을 확인할 수 있었다. 본 연구는 사례분석의 범위를 재난관리로 한정함으로써 국가위기관리 영역 전반에 대한 설명에 제한이 될 수 있는 한계가 있을 수 있으나, 국가위기관리체계를 설명하는데 있어서 메타거버넌스의 관점으로 고찰하고 향후 국가위기관리체계 재정립에 함의를 제공할 수 있다는 점에서 의의를 찾고자 한다.

영어초록

Korea has a centralized National Crisis Management System to manage integratively conventional security crisis, disaster crisis and the paralysis of national critical infrastructure by applying the concept of comprehensive security. However, the current adminstration reorganized the National Crisis Management System into decentralized dual systems by dividing between National Security Crisis management system and Disaster Management System. As a result, it turned out that the decentralized dual system has created lots of problems on the National Crisis Management System experiencing a state-level large scale accidents and incidents happened during last five years. This study focused on the role of meta-governance of a national crisis management system which were causes of failure of the disaster governance through the case study of foot-and-mouth disease lasted for 4 months between November 2010 and April 2011 and analyzed causes of failure of the governance of disaster management for foot-and-mouth disease based on 4 fuctions on meta-governance. The study identified that causes of the failure of the governance of disaster management could be explained by the role of meta-governance of the national crisis management system and the national crisis management system should be designed and managed institutionally in order to paly a role of a control tower over sub-governance systems being included in the domain of a national crisis management system. The study might be limited to explain the whole domain of a national crisis management system by fixing the limit of a case study on a disaster management, however, this study would be useful in explaining a national crisis management system with a meta-governance point of view and provide implications on redefining a national crisis management system in the future.
