호국보훈을 위한 민·관·학·연 거버넌스 구축방안: 나라사랑교육 확산을 중심으로 (A Study on Governance System of Exemplary Veterans Organizations, NGO, Government, School & University, Research Center, Institute with a Focus on the Promotion Scheme of Patriotism Education)

초록

진정한 호국보훈을 실현하기 위해서는 비군사적인 대비책 강화가 필요하다. 국방부에서는 군사적 대비를 하고 국가보훈처에서는 비군사적 대비를 위해서는 민관학연의 거버넌스체계를 구축하여야 한다. 이를 통해 나라사랑교육실천을 해야 한다. 그래서 ① 민: 보훈단체, 안보단체, ②관: 국가보훈처, ③ 학: 학회, 대학교, 초중고, ④연: 전문가집단, 연구소 등의 긴밀한 협력관계가 구축되어야 한다. 학생들⋅일반인 등 보훈과 나라사랑정신 교육과 선진화 된 보훈정책을 제시해야 할 것이다. 또한 국가보훈정책 발전과 학생들 교육을 위한 방안을 민간단체와 연구소 등과 함께 제시해야 할 것이다. 우선 보훈가족 삶의 질 향상을 위한 예우증진과 사기진작을 위한 이론적 기초를 만드는데 기여해야 할 것이다. 독립유공자, 6·25참전군경, 유공자 지위 및 예우증진에 기여, 월남전참전용사와 고엽제전우회, 학도의용군, 북파공작원신분 특수임무자 지위 및 예우증진에 기여, 지속적으로 추진되어야 할 것이다.
본 연구에서는 비군사적 대비를 위한 거버넌스구축 배경을 보았고, 호국보훈을 위한 민관학연 거버넌스의 사례를 분석하였다. 그간의 나라사랑교육 과정과 나라사랑교육 목적과 중점을 분석으로 나라사랑교육확산이 어떻게 전개되어야 하는지를 보았다. 둘째로는 청소년 나라사랑안보행사 실천사례를 분석하였다. 셋째, 나라사랑 특성화대학 사업사례를 중점적으로 분석하였다. 넷째, 호국보훈선양 지속추진을 위한 방안을 분석하였다. 지속적인 국가유공자보상과 예우 강화, 그리고 보훈관련 단체의 거버넌스연계 등을 분석하였다. 다섯째, UN 참전국과의 안보, 통일 및 보훈외교에 대한 거버넌스의 방안을 분석하였다.

영어초록

The purpose of this research is to give devices that State should establish governance system of exemplary veterans organizations, NGO, government, school & university, research center, institute for preparedness of non military.
Also this article studies that patriotic pride & spirit of the fatherland will enhance the national security, increase the activity of love for patriots and veterans. The contents for transmission and spread of patriotism education as promoting measures need to be developed in detail for citizens and students. Activities of patriots and veterans will proliferate through patriotic education to citizens and students for patriotic spirit of the country.
The article analyzed many of devices that State should establish governance system of exemplary veterans organizations, government, school & university, research center, institute for patriotic pride & spirit of the fatherland.
First, exemplary veterans organizations & NGO should contribute to the patriotic pride & spirit of the fatherland in short and long term.
Second, patriotic pride & spirit of the fatherland will enhance the national security, increase the activity of love for patriots and veterans. There is a need for patriotic pride & spirit of the fatherland which will enhance the national security and increase the activity of love for patriots and veterans.
Third, governments are needed to grant special distinctive university for patriotic pride & spirit of the fatherland with NGO and veterans organizations in order to set up the status of government's support for patriots and veterans and the effects of establishment for defense and patriotic spirit of the fatherland.
Fourth, we need to find out governance of exemplary veterans organizations, NGO, government, school & university, research center, institute with internet sites, videos, movies, popular singers, popular entertainers to take advantage of transmission and spread of patriotism education .
Fifth, governance of exemplary veterans organizations, NGO, government, school & university, research center, institute can be acquired by diplomacy of patriots and veterans for global governance & unification of North and South Korea peacefully.
The patriotic spirit of the fatherland through patriotism and patriotic pride promoting measures targeting national consensus and national integration should affect advanced countries in patriots and veterans, war prevention and national security, and unification of North and South Korea in case of Korean Peninsular.
