우리나라 국가표준 거버넌스의 혁신방향에 대한 탐색적 연구: 수정된 네트워크 거버넌스 모델을 중심으로 (An Exploratory Study on Improving the Governance of National Standards of Korea: Focused on the Modified Network Governance Model)

초록

우리나라 국가표준 운영체계는 시대적 변화에 대한 유연한 대처와 신속한 반영을 위하여 변화하여 왔다. 그러나 현대 사회의 복잡한 난제 상황에 봉착하면서, 보다 혁신적인 거버넌스의 개선이 요구되고 있다. 이러한 맥락에서 본 연구는 우리나라의 거버넌스 모형을 표준 환경에 부합하게 수정･보완하고자, 먼저 다양한 유형의 거버넌스 유형을 도출하고, 이를 통해 우리나라 국가표준 거버넌스의 개선 방향을 제언하고자 하였다.
우리나라 국가표준 거버넌스를 둘러싼 현황을 살펴본 결과, 크게 민간 역할과 능동성의 부족, 산자부와 과기부 외 행정부처의 소극적 참여, 표준 제･개정 신속성의 부족, 민-민, 민-관, 관-관 간 협력과 갈등상황에서 효율적 중재를 위한 제3자 조직의 부재 등 문제점이 도출되었다.
이에 대한 해답을 탐색하고자 현재 표준 거버넌스 상황을 먼저 분석하였다. 현재 우리나라 상황은 분산적 자율 네트워크와 주도조직 네트워크의 특성을 부분적으로 지니고 있는 것으로 나타났다. 그러나 민간 표준개발기관의 능력이 어느 정도 성숙된 이후에는 독립적 관리조직 네트워크로 진화할 필요가 있어 보인다. 특히, 이 거버넌스 모형은 민･관이 제3자 조직을 통해 행정부처와 민간이 대등하게 참여하고 협력적으로 의사소통함으로써 시장 수용성, 제･개정의 신속성 등을 향상시킬 것으로 판단된다.

영어초록

In order to respond and adapt to the changing times in a flexible and prompt manner, the Korean government has been making efforts to change the operating system of national standards to a bottom-up structure with the private sectors leading and the government participating by introducing and operating the pan-ministerial participatory standard system. However, the state is faced with a demand for more innovative improvement having to deal with complicated circumstances of the modern society. Therefore, this study aims to suggests a direction for improving the governance of national standards of Korea by examining the current situations of national standards governance and drawing an alternative model from revising the existing network governance model in accordance with the context surrounding the operating system of national standards.
As a result of examining the current situations surrounding the governance of national standards of Korea, various problems were found such as the lack of role and activeness of the private sector; passive participation of the administrative departments as well as the Ministry of Trade, Industry and Energy and the Ministry of Science and ITC; lack of speed with establishment and revision in the active competition for preoccupancy of standards according to the vitalization of fusion and convergence; and absence of a third party organization for efficient arbitration during private-private, private-public and public-public cooperation or conflict situations.
Based on these findings, the past, present and future alternatives of national standards governance in Korea were classified. As a result of examining the functional excellence of governance models, it was found that the most functional model is the ‘Independent Administrative Organization’, followed by the ‘Distributed Self-governed’, ‘lead organization’ and the ‘Distributed Hierarchy.’ In particular, the Independent Administrative Organizations network as an alternative governance model is judged to be superior in terms of securing market acceptance, speed with establishment and revision as well as appropriateness and justification of the role of private sector because both the private and public sectors participate on even ground and communicate in a cooperative manner through the third party organization.
