The Politics of Partnership: A case study of civil society participation in local governance in Indonesia

초록

Objectives: This paper aims to explore how donors’ functionalist approach to civil society participation, largely influenced by neoliberalism, has affected participatory governance reform in Indonesia.
Originality: By highlighting the parallel between donors and Indonesian elites in their functionalist use of CSOs, the paper examines how ruling elites in post-authoritarian countries capitalize on neoliberal narratives of participation for their own ends.
Methods: This paper builds upon a case study of two local districts in Indonesia that participated in the World Bank’s local governance reform program. The research mainly employed qualitative methods such as in-depth interviews conducted by the author.
Results: The research found that neoliberal narratives of civil society participation has changed local elites’perspectives on CSOs. Recognizing CSOs not as threats but as partners for carrying out government programs, the government has increasingly built partnership with local CSOs. The government’s favorable attitudes to CSOs improved their involvement in public policy-making, but the scope of their activities was likely to be limited to boundaries defined by the government.
Conclusions and Implication: By limiting the role of CSOs to that of the government’s partners, local elites managed the mode of collective participation so that the increased participation of CSOs would not pose a great threat to existing power relations. Local elites’ manipulation of participatory rhetoric suggests that participation should be re-located in a radical context.
