예산낭비와 부패의 관계에 관한 실증분석 - 226개 지방자치단체의 지방보조금과 행사․축제 경비를 중심으로 - (An Empirical Analysis on the Relationship Between Budget Waste and Corruption- Focused on 226 local governments’ subsidies and function and festival costs)

초록

최근 중앙정부와 지방정부의 부채가 급격히 증가하면서 재정수지의 불균형은 심화되고 있다. 이로 인해 재정건전성이 악화되고 있어 이에 대한 관리가 강하게 요구된다. 재정건전성을 확보할 수 있는 가장 편리한 접근 방법은 예산낭비를 줄이는 것이다. 그러나 그동안 예산낭비는 부패의 원인으로 지목되어 왔음에도, 예산낭비가 실제로 부패 증가로 이어지는가에 대해 경험적으로 고찰한 연구는 드물다.
이에 본 연구는 226개 시·군·구 지자체를 대상으로 2013년부터 2016년까지의 공공기관 청렴도 측정 결과를 활용하여 예산낭비와 부패의 관계에 대해 실증분석을 시도하였으며, 분석결과는 다음과 같다.
첫째, 선심성 예산으로 지적되는 지방보조금은 내부청렴도, 외부청렴도, 종합청렴도 지수를 감소시키는 것으로 나타났다. 즉, 지방보조금이 증가하면 부패가 증가한다고 해석할 수 있다. 그러나 전시성 예산으로 지적되는 행사·축제 경비는 기대와는 달리 내부청렴도, 외부청렴도, 종합청렴도에 유의미한 영향을 미치지 않는 것으로 나타났다.
둘째, 재정적 요인에서 재정자립도는 내부청렴도 지수를 감소시키는 것으로 나타났고, 1인당 세출결산액도 외부청렴도 지수와 종합청렴도 지수를 감소시키는 것으로 나타났다.
셋째, 정치적 요인에서 지자체장이 집권 여당일 경우 외부청렴도 지수는 감소하는 것으로 나타났다. 그러나 예상과는 달리 정치참여율과 지자체장의 선수는 부패에 유의미한 영향을 미치지 않았다.
마지막으로 사회적 요인에서 지방선거는 내부청렴도, 외부청렴도, 종합청렴도 지수를 모두 감소시키는 것으로 나타났고, 시(市)에 비해 구(區)나 군(郡)은 내부청렴도, 외부청렴도, 종합청렴도 지수가 높은 것으로 나타났다.

영어초록

Today, the imbalance in the fiscal balance is intensifying as the debts of the central and local governments increase sharply. As a result, the financial soundness is deteriorating and it is strongly demanded to manage it. The most convenient approach to ensuring fiscal soundness is to reduce budget waste. It has been pointed out that the waste of budget has been the cause of corruption. However, it is rare to study empirically whether the waste of budget is actually leading to the increase of corruption.
Thus, the empirical analysis was conducted for this study on the relationship between budget waste and corruption by using the results of public institution integrity measurement of 226 cities, counties and districts from 2013 to 2016. The analysis results are as follows.
First, local subsidies, which are pointed out as the pork-barrelling budget, were shown to reduce internal integrity index, external integrity index and overall integrity index. In other words, an increase in local subsidies can be interpreted as an increase in corruption. However, the function and festival costs, which are indicated as the window-dressing budget, do not have a significant effect on internal integrity index, external integrity index and overall integrity index.
Second, the fiscal self-reliance in financial factors was shown to reduce internal integrity index, and the amount of annual expenditure settlement per capita also decreased the external integrity index and overall integrity index.
Third, the external integrity index decreased when the head of local government is the ruling party in political factors. However, contrary to expectations, the political participation rate and the seniority of the head of local government did not have a significant effect on corruption.
Finally, local elections in social factors were shown to decrease all of internal integrity index, external integrity index and overall integrity index. In comparison with cities, districts and counties had higher internal integrity index, external integrity index and overall integrity index.
