지역개발사업 모델에서의 자립에 대한 연구: 월드비전 ‘아동을 위한 자립마을’ 사례 (The study of self-sustenance in the community development model : a case study of World Vision’s model called ‘self-sustaining village for children’)

초록

본 연구는 지속가능성의 핵심으로서 자립 개념을 기존 이론과 월드비전 모델 및 사례를 통해 고찰하고자 한다.
많은 NGO들의 모금 및 사업수행방식을 고려할 때, 지역개발사업의 핵심 성과이자지속성을 자립 개념에서 찾아볼 수 있다. 자립이나 지속가능성 등 관련 개념 및 접근방식이 다양한 분야에서 제시되어 왔으나, 지역개발사업과 관련하여 이들 개념은 국내에서 거의 논의되지 않았다. 하여 본 고에서는 문헌 연구를 통해 첫째, 이들 개념을비교 고찰함으로써, ‘지속가능성’으로서 ‘자립’을 정의하고 그 주요 요소들을 정리하고자 하였다. 둘째, 한국월드비전의 ‘아동을 위한 자립마을’ 수행 모델 및 사례를 통해이러한 이론이 어떻게 구현되고 실행되는지를 분석하고자 하였다.
그 결과, 본 고에서는 ‘자립’을 ‘종결 이후의 지속가능성’으로 보고 분석 틀을 마련하였다. 또한 분석 틀의 타당성과 관련하여, 자립 체계도의 범주들이 월드비전 모델과사례 상의 지표들을 분류하기에 충분히 포괄적임을 확인하였다. 다만 자립 체계도의범주가 실제 사례 상의 지표보다 세분화되어 있거나, 지표가 이들 범주를 고려하지않고 설정되어 분류가 어려운 경우도 있었다. 분석틀에 근거하여 월드비전 사례를 살펴본 결과, 사업평가에서는 지역사회역량 중 자원과 능력에 초점을 두었으나 종결 및이전 단계에서는 능력과 동기, 회복탄력성에 초점을 두고 있어, 사업수행과정에 따라지역사회가 의존에서 자립으로 나아가도록 하드웨어에서 소프트웨어로 점차 협력․강화하는 영역이 변화하는 것을 확인할 수 있었다.
본 고는 연구방법론상 문헌 연구로서의 한계를 가지고 있다. 이러한 한계에도 불구하고 향후 연구를 위한 분석틀로서 지속가능성의 다양한 측면과 주요 요소들을 제시하고 있다는 점에서, 그리고 사업에 있어서 지속가능성을 초기부터 고려하여 종결 시까지 점진적으로 지역사회가 스스로 자원과 능력, 동기를 가지고 서로 연계 협력함으로써 그 성과를 지속해나갈 수 있도록 해야한다는 실천적 함의를 제시하고 있다는 점에서 그 의의를 찾을 수 있겠다. 이에 따라 본 연구에서 제시한 분석틀과 세부 요소들이 추후 실증적 연구들을 통해 검증되고 더욱 구체화되기를 기대한다.

영어초록

The purpose of this research is to investigate the concept of self-sustenance, as the key concept of the sustainability in the international development cooperation, through the review of previous theories, World Vision’s model, and its program.
Considering the way of many NGOs’ work and its fundraising, the main outcome and its sustainability of the community development can be found in the concept of self-sustenance. While the concept and approaches of ‘self-sustenance’ or ‘sustainability’ have been presented in various sectors, they have rarely been discussed in the community development sector domestically.
Consequently, this study is to build the framework and the concept of self-sustenance in the international development cooperation based on previous studies through the literature review. Second, this study is to compare this framework with the community development model of World Vision Korea so-called ‘self-sustaining village for children’.
As a result of the literature review, this study defined ‘self-sustenance’ as a ‘sustainability after the exit’. Regarding the validity of the analytic framework, categories in the framework of ‘self-sustenance’ were collectively exhaustive enough to categorize all indicators in the World Vision model and its program.
It was difficult to categorize some indicators that had been made without considering this framework of ‘self-sustenance’ or was too wide to put it into a category of the framework. The analysis of World Vision’s ‘self-sustaining village for children’ case based on this framework proved that WV seemed to focus on resources and capacities in the evaluation, while they concentrated on capacities, willingness, and resilience at the exit and transition stage. It demonstrates that the focus of the project has been changed from hardware to software to make the local community move from dependence to independence along with a project implementation process gradually.
This study has a limit as a literature review. Nevertheless, this study suggests major components of the sustainability and provides practical implication that the community development project must make the community itself own resources, capacities, and willingness and increase the internal linkage and collaboration gradually to continue its achievements with an early consideration of the sustainability. In addition, the framework and detailed elements presented in this study are expected to be verified and more specified by further empirical studies.
