국유지 개별공시지가에 미치는 영향요인 분석: 위탁개발사업을 중심으로 (The Influencing Factors on Officially Assessed Individual Declared Land Value in National-owned Property: Focused on Entrusted Development Project)

초록

국유지 위탁개발 사업은 공공성과 수익성의 균형추구 여부가 중요한 관건이다. 그동안 국유지 위탁개발 사업은 재무적 타당성 분석에 치중되어 민간개발사업과의 차별성 논란이 지적되어 왔다.
국가 및 공적자산의 유효한 활용은 사회경제적 효율성의 관점에서 분석 및 평가가 이루어져야 한다. 본 연구는 이를 위해 국유일반재산 중 국유지를 중심으로 개별공시지가와 주변 사유지의 토지가격 변화량 및 지가형성에 미치는 요인을 정량적으로 분석함으로써 국유지 위탁개발 사업의특성을 검토하였다.
분석 결과는 다음과 같다. 첫째, 국유지의 경우 개별공시지가 형성에 영향을 주는 요인이 사유지와 다른 경우가 존재한다는 것이다. 독립변수 중 사유지에는 지가변동률, 개발수행자가 개별공시지가에 개별적인 영향을 미치는 반면, 국유지에는 건폐율 활용도가 비교적 큰 영향을 미치는 차이를 보였다. 둘째, 국유지의 경우 민간개발보다는 공공위탁개발이 개별공시지가에 유의한 영향을미치는 것으로 분석되었다. 즉 국유지가 입지한 지역의 개별공시지가에 영향을 미치는 요인을 분석한 결과, 국유지 개발시 감안해야 할 사안 중에 개발수행자도 유의한 영향을 끼치는 것으로 나타났다. 셋째, 분석 결과를 바탕으로 국유지의 개발사업 추진 시 공공위탁개발사업의 이점을 적절히 활용하여 ‘선택과 집중’의 논리로 기존 정책의 문제점을 보완하고 향후 올바른 관리 및 개발정책의 방향을 설정할 필요가 있다. 정책적 시사점은 국유지의 적극적인 관리정책 수립이 필요하다.
공공기관이 수행하는 위탁개발사업을 활성화하되, 면적이 클수록 개별공시지가는 낮아지는 경향이나타나므로 종속변수가 유의(+)하게 변화하기 위해서는 대규모 보다 소규모 중심의 위탁개발이 적합할 것으로 판단된다.

영어초록

Balance pursuit between public character and profitability is an important matter for theentrusted development project of national-owned land. The entrusted development project ofnational-owned land was focused on financial feasibility studies performed to this day and sothere has been controversy of differentiation from private development projects. Utilizationof national and public properties has to be analyzed and evaluated from the viewpoint ofsocioeconomic efficiency. For this, this study made a quantitative analysis on the changes ofofficially assessed individual declared land value mainly for national-owned land amongnational-owned general properties and the factors affecting formation of land price so that itcan review characteristics of the entrusted development project of national-owned land.
The results of the analysis are as follow. First, national-owned land has a factor affectingformation of officially assessed individual declared land price different from that of privateland. For private land, fluctuation rate of land price and development subject gave influenceto officially assessed individual declared land price among independent variables.
Meanwhile, for national owned land, coverage (ratio) gave influence to that. Second, as fornational-owned land, publicly entrusted developments had more significant influence toofficially assessed individual declared land price than private developments. Namely, it isknown that the development subject also had meaningful influence to officially assessedindividual declared land price to be considered for development of national –owned landduring the analysis of factors which have influence over the price of land wherenational-owned land was located. Third, based on analysis result, it is necessary tocompensate the defect in existing policy through ‘selection and concentration’ logic takingproper advantage of publicly entrusted development project and to set up a direction forcorrect management and development policy. As political implication, it is required toestablish a positive policy for national-owned land administration. It is necessary torevitalize entrusted development projects to be performed by public institutions but it isbelieved that entrusted development projects that are small in size are more suitable thanthose large in size in order for subordination variable to be positively varied because thelarger the area is, the lower officially assessed individual declared price is.
