강원도 홍천 오일장의 순회체계와 특징: 강⋅산 자연환경이 오일장 발전에 미친 영향 (The Circulation System and Characteristics Of Hongcheon Periodic Market: Effects of River and Mountain Natural Environment on the Development of Periodic Market)

초록

본 연구는 강원도 홍천군에서 개시된 오일장의 수에서 급격한 변화를 보이는 시점을 기 준으로 오일장의 발전 단계를 나누고, 이를 자연, 인문사회 환경과 관련해서 발전 단계별 오일장의 순회로와 특징을 살펴보고자 하였다. 발전 단계는 조선후기, 일제강점기, 1960-1970년대, 1990년대 이후 등 네 단계로 나누었다. 홍천의 오일장은 홍천강과 더불어 개시되었다. 홍천군에서 발원하여 서울까지 연결되는 북한강의 제2의 지류인 홍천강 수로는 조세를 운반하는 조운로로 시작하였다. 이후 장삿배들에 의해 여러 물품들이 운반되 고 교환되는 상업의 장이 되었다. 이 과정에서 갯벌장이 들어섰고, 이들 가운데 일부는 홍천장, 모곡장, 성산장 등과 같은 오일장으로 발전하였다. 일제강점기는 시장을 장악하기 위 한 일제의 인위적인 시장 증설 정책으로 행정 단위에 따라 시장이 개설되었다. 특히 1930년대 홍천의 두촌면과 내촌면 지역에서 일어난 금광개발의 붐은 급격한 인구집중을 가져왔고, 이들의 수요를 바탕으로 한 오일장이 새로 개설되었다. 홍천의 오일장은 해방 뒤 전성 기를 누렸다. 홍천의 넓은 산악지역을 기반으로 한 화전과 산판이 오일장의 전성기를 견인하였다. 한마디로 화전과 산판은 강원도 곳곳에 마을들을 형성하였고, 이곳 주민들은 시장을 신설하거나 기존의 시장을 활성화시켰다. 진행된 뒤에도 오랫동안 이어졌다. 그러나 홍천의 오일장도 근대화의 바람을 피해갈 수는 없었다. 홍천의 오일장들은 산업화 과정에서 농업소득의 약화, 농촌인구의 감소, 도로와 교통수단의 발달 등의 영향으로 폐쇄되었고 인구, 경제, 정치, 행정의 중심지인 홍천읍의 홍천장 세력권으로 흡수되었다. 오늘날 유통체계가 다양해진 가운데 오일장은 오일장과 함께 성장한 노인층, 신토불이 상인들에 의해 유지되고 있다. 홍천군의 산, 강, 들이 공존하는 자연환경은 다양한 생계활동이 가능케 하였 고, 이로 말미암아 시대에 따라 서로 다른 특색을 갖는 상업이 발달하였다

영어초록

The purpose of this study is to analyze the development stages of periodic market based on the sudden changes in the number of markets in Hongcheon. The stages of development were divided into four stages: the late Joseon Dynasty, the Japanese colonial period, the 1960-1970s and the 1990s. The periodic market of Hongcheon started with the Hongcheon river. The Hongcheon river channel which originated from Hongcheon-gun and connected to Seoul, started with waterway which transports taxes. Thereafter, various items were transported and exchanged by the merchant ships. In this process, the foreshore markets have appeared, and some of them have developed into an periodic market such as Hongcheon-jang, Mogok-jang, and Seongsan-jang. The Japanese colonial period was an artificial market policy of Japanese imperialism in order to take over the market. Especially, the development boom of the gold mine in the downtown of Hongcheon in the 1930 ‘s and Hongcheon’ s inland area led to a rapid population concentration, and new markets were opened based on their demand and the periodic market was gradually expanded. After liberation, the periodic market of Hongcheon enjoyed its heyday. Based on the wide mountain area of Hongcheon, slash-and-burn field led to the heyday. In a word, slash-and-burn field and logging industry formed villages all over Gangwon-do, and they created new markets or revitalized existing periodic markets. This has continued for a while after the arrangement of shifting cultivation project was carried out. However, the periodic market could not avoid the wind of the modernization. In the process of industrialization, the Hongcheng markets were closed down due to the weakening of agricultural income, the decrease of rural population, the development of roads and transportation, and they were absorbed into the Hongcheon periodic market of Hongcheon-town, the center of population, economy, politics and administration. In today’s diverse distribution system, an periodic market is maintained by elderly people who have grown up with an periodic market and sintoburi-merchants. The natural environment where the mountains and rivers of Hongcheon-gun coexisted enabled various livelihood activities, which led to the development of periodic market with different characteristics depending on the times.
