한중 간 상호인식 변화의 원인 분석과 전망 (Analysis and Prospects of Changes in Mutual Perceptions between Korea and China)

초록

본 논문은 한중 수교 후 30년 동안 한중 상호인식에 중대한 변곡점으로 작용한 동북공정이슈와 사드 갈등을 시간적 분기점으로 설정하고, 활용 가능한 여론조사 결과들을 토대로각 시기별 한중 상호인식의 변화 추세를 확인한 후 이에 대한 분석을 제시했다. 이를 통해 한중 상호인식 형성과 변화에는 국제 체제적 차원과 미중 관계라는 외부적 변수, 한중 양자관계 차원에 내재하는 요인들, 한국과 중국 국내 차원의 요인들이 상호작용하면서 영향을 주고 있음을 알 수 있다.
그런데 현 상황을 종합적으로 평가해 보면, 외부적 변수, 한중 양자 관계에 내재하는 변수, 국내 차원의 변수 모두 한중 상호인식에 부정적 영향을 줄 가능성이 높다. 첫째, 미중 전략적경쟁은 향후 상당 기간 동안 지속될 것으로 전망된다. 그리고 이 외부적 변수는 한중 상호인식에 대체로 부정적인 영향을 주는 방향으로 작용할 가능성이 높다. 둘째, 한중 간 상호보완적 산업구조가 이제는 상호 경쟁적으로 전환되고 있다는 점과 북핵 문제 해결에 대한 한국의 중국에 대한 기대와 예상되는 중국의 외교 행위 사이의 간극 등 양자관계 차원에서도 상호인식에 부정적 영향을 초래할 요인들이 제기되고 있다. 셋째, 한중 양국 모두 청년층에서상호 인식이 더 나쁘다는 점도 미래의 한중 상호인식에 부정적으로 작용할 것이다.
현 시점에서 양국 간 상호인식이 대폭 개선될 계기를 마련하는 것은 현실적으로 쉽지 않을 것으로 생각된다. 그러므로 향후 한중 상호인식이 더 악화되는 상황 발생을 관리해 나가는 노력이 우선적으로 필요하다. 또한 양국 모두 중요한 외교정책 결정 과정에서 악화된 상호인식으로 인해 비합리적 선택을 하는 것을 방지하는 데 노력을 집중해야 할 것이다.

영어초록

This paper confirmed and analysed the trend of change in mutual understanding between Korea and China based on the China’s Northeast Project and THAAD conflict, which served as a major inflection point for mutual understanding for 30 years after the establishment of diplomatic relations between two countries. With this process, this paper tried to prove that external variables such as international system and U.S.-China relations, factors inherent in bilateral relations between two countries, and factors at the domestic level of Korea and China have influenced formation and change in mutual understanding between Korea and China.
However, comprehensively evaluating the current situation, external variables, variables inherent in the Korea-China bilateral relationship, and variables at the domestic level are likely to negatively affect mutual perceptions of Korea-China. First, strategic competition between the U.S. and China is expected to continue for a considerable period of time in the future. In addition, this external variable is likely to act in a direction that generally have a negative effect on mutual perceptions of Korea-China. Second, two factors that will negatively affect mutual perceptions are also being raised in terms of bilateral relations. One factor is the fact that complementary industrial structures between Korea and China are now turning competitive. Another factor is the gap between South Korea’s expectations for China’s role and China’s expected diplomatic behavior in solving the North Korean nuclear issue. Third, the fact that mutual perceptions is worse among young people in both Korea and China will negatively affect future mutual perceptions between Korea and China.
At this point, it is not considered easy in reality to provide an opportunity for mutual perceptions between the two countries to be greatly improved. Therefore, efforts to manage the occurrence of situations in which mutual perceptions between Korea and China worsens in the future are needed first. In addition, both countries should focus their efforts on preventing unreasonable choices due to deteriorated mutual perceptions in the important foreign policy decision-making process.
