본문내용

노르딕국가의 장애인고용정책의 연구는 아직 국내에 소개되지 않은 미개척 분야의 연구라 볼 수 있다. 국내에 처음 소개하고 연구되어진 다는 심적 분담과 자료의 부족이라는 한계성을 가지고 출발한 연구이지만 많은 부분의 수정과 보완작업을 통하여 연구 결과물이 얻어낸 성과는 보고서 이곳저곳에 나타나 있다.
노르딕모델은 낮은 실업률, 높은 노동생산성 및 경제성장률로 최근 세계 경제위기 속에서 대안적 모델로 각광받고 있으며, 장애인고용과 관련하여 노르딕국가의 경우 장애인고용의무제도를 실시하지 않고 있지만 고용의무제도를 실시하고 있는 주요 국가들보다 더 나은 고용 상황(장애인고용률 및 실업률 등)을 보이고 있다.
이러한 의미에서 본 연구는 이러한 노르딕모델의 새로운 가능성과 우리나라에서 적용 가능성이라는 연구문제를 가지고 출발하고 있다. 그리고 이러한 연구문제의 필요성을 바탕으로 노르딕국가의 장애인고용정책의 제도를 살펴보고 그들 국가 중 스웨덴, 덴마크, 핀란드의 장애인고용제도 운용 국가의 관련법과 제도에 대한 구체적인 근거 등을 분석하여 우리나라에 주는 시사점을 찾아보았다.
노르딕모델은 핀란드, 스웨덴, 노르웨이, 덴마크 및 아이슬란드 등 북유럽 국가들의 경제·사회 정책 모델을 의미한다. 이 모델은 시장에 대한 국가 개입을 강조하는 체제로 국내총생산(GDP)의 절반 이상을 공공지출에 사용할 만큼 재분배를 통한 사회적 평등의 실현과 사회안전망 확충에 힘쓰며, 부유층에 대한 과세율이 높고 노조의 경영참여 확대 등 사회 민주주의적 요소가 강하게 나타나고 있다.
이들 국가의 가장 큰 특징은 소득지원과 고용 및 직업재활서비스는 장애인정책의 궁극적 목적인 장애인 자립을 위한 상호 보완의 관계에 있는 제도로서 양 제도의 적극적인 연계는 최근 요 선진국의 장애인정책 동향에서 발견할 수 있는 두드러진 특징이라고 할 수 있다.
