초록

본 고는 핵심역량교육학회의 출범을 맞이하여 변화하는 교육 및 사회환경 속에서 무엇을 배우고 가르칠 것인가
하는 질문에 대한 대답으로서 핵심역량과 핵심역량교육의 의미를 살펴보고 미래지향적이고 대안적인 교육의 틀로서
핵심역량교육을 제시하고 이와 관련한 연구영역과 주제들을 제시하였다. 핵심역량은 어떤 환경과 변화에서건 사람
이 사람답게 살아갈 수 있도록 하는 기본적인 태도, 자질, 능력을 의미하는 것으로 생애에 걸쳐 길러지고 또한
활용되는 것이라고 할 수 있다. 핵심역량에 대한 대표적인 접근으로서 일반시민의 생애역량으로서 핵심역량에
대한 접근, 근로자의 직무역량으로서 핵심역량에 대한 접근, 보편적인 직업인으로서의 핵심역량 접근 등의 관점들을
살펴보고 이들 접근에서 공통적으로 살펴볼 수 있는 핵심역량의 특성을 제시하였다. 또한, 핵심역량 및 핵심역량교육
에 대한 논의가 활발하게 전개되고 있는 대학에서의 핵심역량에 대한 연구를 살펴보고 특히 한국의 상황에서
핵심역량이 가장 구체성을 띄고서 연구되고 활용되고 있는 대학생핵심역량진단도구인 K-CESA를 중심으로 살펴보
았다. 대학생핵심역량진단도구는 대학교육의 기능중의 하나가 핵심역량 증진에 있다고 보고 이를 어떻게 재고
교육과정에 환류시킬 것인가라는 목적에서 출발하였고, 2010년 개발완료된 이후 7년차에 접어든 현재 90개 대학
15여만 이상의 학생들을 진단하고 그 결과를 활용하였다. 또한 핵심역량진단도구를 활용하여 교육과정개선, 진단도
구의 개발 등 교육의 다양한 영역에서 연구가 진행되고 있음을 소개하고 진단도구가 핵심역량 및 핵심역량교육에
관한 연구를 촉진할 수 있음을 살펴보았다. 이제 초기단계에 있는 핵심역량에 대한 논의를 확장시키기 위해서는
핵심역량의 개념, 특히 무엇이 핵심적인 역량인가 하는 핵심성에 대한 깊이있는 분석과 논의가 필요하고 핵심역량이
생애에 걸쳐서 길러지고 활용된다는 측면에서 전연령에 걸쳐지는 생애성의 측면에 대해서도 여러 영역에서 다양한
후속논의가 필요함을 제시하였다 이와 아울러 이와 아울러, 핵심역량의 교육방법 및 진단도구에 대한 다양한
연구들이 필요함을 논의하였다.

영어초록

This study tried to discuss about core competency and core competency
education as an alternative framework for education in the milieu of the rapid
change. The concept of core competency has been started to discuss recently and
it is hard to have consensus on the definition of it. However, the basic philosophy
of it, that is, the core and basic competency composed of attitude, knowledge and
skills are the most needed for people who have to live the environment where
computer and artificial intelligence can perform many parts of the work and
knowledge can produce and share with others so quickly and evenly. Specifically
in Korea where education and schooling has been focusing on the function of
screening of talented people, the key issues of 'what students have to learn?'' 'Do
students learn the valuable knowledge to empower them?' have been put aside.
To discuss this issue, it is appropriate to select 'core competency' as it touches the
core element of the valuable things to teach and to learn. Core competency can
be generally defined as basic attitude, skills and knowledge by which people can
solve their tasks and challenges. This concept has been studied from three
perspective. One is to look at it as core life competency which people has to have
for their life. Secondly, it is discussed from the excellent competency which workers
perform. Finally, vocational basic competency, which is commonly needed for any
workers at any workplace, has been studied. While these approach have been
started with different interests, it is possible to find common elements. That is to
figure out the competency to show about capacity to perform tasks and solve
challenges in real situation. In addition, they tried to find out common and basic
elements as competency, Additionally, it is found out that all approaches tried to
define competency as a comprenshive concept comprised of non cognitive traits
such as attitude, awareness and cognitive traits such as skills and knowledge, The correspondence of learning and workplace is also commonly emphasized.
Currently, core competency and core competency education have been studied
more actvely at higher education level than lower school levels. Core competency
at higher education has been emphasized on the higher problem skills and are
utilized for evaluating the performance of higher education institutions. In Korea,
K-CESA(Korea Collegeate Essential Skills Assessment) was developed in 2010 and
it has been widely used. More than 75 higher education institutions and 100,000
students were tested. Based on the results of K-CESA, some schools reformed the
curriculum to develop core competences of students. It is possible to find out that
the assessment tools for core competences can stimulate the research in the core
competency and core competency education. In the beginning stage of core
competency research, it is imperative to expand the discussion by deep analysis
on the concept of core competency, specifically, on the nature of 'core' competency
and lifelong perspective. In addition, as the further research area, more studies
on the education of core competency such as pedagogy, assessment, etc. are
needed.
