초록

60년 이상 다른 정치체계를 유지해 온 한국과 북한은 민족적 동질성마저 미약해지고 있다. 이 상황에서
북한이탈가정 아동들의 증가와 그들의 한국사회 적응은 남북통일과 직결되는 중요한 문제라고 할 수 있다.
본 연구는 이러한 문제의식을 바탕으로 북한이탈가정 아동들의 한국사회 초기 적응 태도를 정치사회화 관
점에서 살펴보는 것을 목적으로 하였다. 연구는 질적 연구방법으로 수행하였다. 2012년 9월부터 2013년 9월
까지 13개월간 S초등학교 북한이탈가정 초등학생 116명을 직접 관찰하였고, 교직원 7명과 반 구조화된 심
층 면담을 실시하였다. 연구 결과 북한이탈가정 아동들은 권위에 의존하려는 타율적 태도를 보였다. 교사를
권위의 대상으로 생각하며 의존적인 태도를 보였고, 개인 중심의 생활에 부담을 느끼며 불안해하였다. 자신
의 생각을 분명하게 표현하지 못하였고, 권위자의 지시를 자신의 의사보다 중시하였으며, 학급 선거 등 자
치활동에서는 참관자로 행동하였다. 집단중심 가치로 정치사회화 된 북한이탈가정 아동들이 S초등학교에서
한국사회 초기 사회화 과정을 겪으면서 개인중심 가치에 동화되고 있다고 할 수 있었다. 이는 북한이 정치
체계 유지를 위해 개인가치보다는 집단가치를 중시하여 주민들을 정치사회화한 결과가 한국사회 초기 사회
화 과정에서 영향을 미친 것으로 볼 수 있었다. 감시와 통제 속에서 체계적이고 지속적인 주입식 정치사회
화 과정을 조기부터 경험하여 자율적이지 못한 태도를 형성하게 된 것이다. 따라서 이들이 한국사회 초기
사회화 과정의 어려움을 극복하고 한국의 민주시민으로 성장하게 하려면 학생 자치활동 등 한국의 민주시
민 교육을 강화한 교육과정을 운영해야 할 것이다. 본 연구는 북한이탈가정 아동들의 한국 적응을 돕는 정
치사회화 자료로 의미 있게 활용될 수 있을 것이다.

영어초록

Even though for 60 years, North and South Korea has been maintaining different political systems and although, the
ethnic homogeneity of these two countries has becoming faint, we could see that the growth of the North Korean
Refugee children and their adaption to South Korea was an important problem directly linked to the unification
between North and South Korea. With this in mind, we did a study on the behaviors of the North Korean refugee
children in their stages of early adaption to South Korea and our goal of this study was to examine their behaviors
from the perspective of our political system. The study was conducted as a consensual qualitative research. From
September of 2012 to September of 2013, for 13 months, we directly observed 116 North Korean refugee students
from S elementary school and carried out an in-depth, half structured face to face talk with 7 of the school’s faculty
members. As a result, the students exhibited a heteronomous behavior of depending on the authoritative figure. They
thought of the instructor as an object of authority, showing an attitude of excessive dependency and felt burdened as
well as insecure of having a self-centered lifestyle. They couldn’t express their thoughts clearly, considered the
instructions of the one in charge more important than their own opinion, and acted as a participant with no right to
vote in class elections. We could see that the North Korean refugee children, who have been living under a group
oriented political system, were mentally absorbing the value of self-centeredness as they were going through the process
of early socialization to South Korea while attending S Elementary school. We could also see that in order for North
Korea to keep their political system, they regarded group oriented values as more important than private values and
that this had an influence on the process of early socialization in South Korea. Living under continuous surveillance and
control starting from early on in life and experiencing the rote teaching method of political socialization, these students
weren’t able to develop autonomic attitude. Thus, in order for these children to overcome the challenges of the process
of early socialization and to develop into a South Korean citizen, we thought of need to design and conduct a curriculum
emphasized on democratic education including lessons such as self-governing activities. This study will be meaningful
references to the political society education that are helping North Korean Refugee Children settle in South Korea.
