초록

선거를 통해 정권이 새롭게 시작할 때, 한국 언론과 미국 언론은 인사 문제에 대해 어떻게 보
도하는지를 연구하였다. 보도 내용이 어떻게 다른지, 또 같은 언론도 정권의 성향에 따라 어떠
한 차이가 있는지를 살펴보았다. 그것을 위해 노무현 정부와 박근혜 정부가 시작될 때 취임식
기준 전후로 <조선일보>는 어떻게 인사 문제를 보도하는지 살펴보는 한편 부시 2기 정부와 오
바마 2기 정부가 시작될 때 <워싱턴 포스트>는 어떻게 인사 문제를 보도하는지를 살펴보았다.
그 결과 미국 신문은 ‘임명 절차’와 ‘후보자 자질’ 중심으로 보도를 하였지만, 한국 신문은 그것
과 함께 ‘인사 배경’, ‘전반적 평가’ 등 다양한 접근들이 이루어지고 있었다. ‘후보자 자질’을 중
심으로 다룬 보도의 경우 한국 신문은 전관예우, 이중국적 등 개인적인 ‘도덕성’에 초점을 맞추
고 있었다. 하지만 미국 신문은 ‘정치 성향’과 ‘경력’ 등 직무나 정책과 관련한 보도에 초점을
두고 있었다.
다음으로 한국 신문과 미국 신문은 정권에 따라 인사와 관련해서 다른 보도 양상을 보이고
있었다. <조선일보>는 박근혜 정부에서 ‘후보자 자질’에 대한 보도가 가장 많고, 다음으로 ‘임명
절차’와 관련한 보도였다. 하지만 노무현 정부에서는 ‘인사 배경’과 관련한 보도가 가장 많고,
다음으로 ‘후보자 자질’, ‘인물 소개’ 순이었다. 반면 <워싱턴 포스트>는 부시 정부에서는 임명
절차가 다수였고, 다음이 후보자 자질과 관련한 보도였다. 이에 비해 오바마 정부에서는 후보자
자질이 많았고, 다음으로 임명절차가 많았는데, 보도 비중도 차이가 있었다.
후보자 자질과 관련해서는 <조선일보>가 박근혜 정부에서 도덕성에 초점을 둔 반면 노무현
정부에서는 도덕성과 실력을 비슷하게 다루고 있었다. 반면 <워싱턴 포스트>는 부시 2기 정부
에서는 과거 경력과 관련한 보도가 상대적으로 많았던데 비해 오바마 2기에서는 정치성향과 관
련한 보도가 훨씬 많이 나타나고 있었다. 또 <조선일보>와 <워싱턴 포스트>는각 정권의 대통령
취임식 전후한 보도도 정권에 따라 보도 건수에서 차이가 있었고, 보도 주 내용과 인사 내정자
자질 보도 내용도 달랐다. 인사와 관련한 보도 태도는 대체로 중립적인 기사가 많았고, 다음으
로 비판적인 기사가 많았다. 하지만 정권 성향과 언론사 성향이 가까워지면, 우호적인 기사 비
중이 약간 늘어났다.

영어초록

The purpose of this paper is to analyze the reporting frames of the government personnel issues by
the South Korean and the United States (US) newspapers, when a new government launches through
election. This paper studies the difference in the news contents on the government personnel issues
between the two countries' newspapers, and also examines how the news reporting manner varies
according to the government's political inclination. For the research, followings were taken into
comparison: how Chosun Ilbo reported on the government personnel issues before and after the
inauguration of the PARK Geun Hye (PARK) administration and ROH Moo Hyun (ROH)
administration respectively; and how The Washington Post reported on the issues when the second
administration of George Bush (Bush) and that of Barack Obama (Obama) launched respectively.
Research revealed that the US newspaper focused on the appointment process and the qualification of
the government official nominees, whiles the South Korean newspaper, on top of that, approached the
issue from more various angles such as the background of the selection of the nominees as well as the
overall assessment on the individuals. In news reports about the nominees' qualification, the South
Korean newspaper placed emphasis on the individuals' moral characters, for examples, by focusing on
if they were granted any privilege for their former posts or had dual nationality and/or etc. However, the
US newspaper focused on the nominees' political lines and experience, which were rather related to the
job relevancy and the commitment.
Research further revealed that both of the South Korean and the US newspapers showed different
reporting manners on the government personnel issues with the change of government. In the PARK
administration, Chosun Ilbo focused most on the nominee's qualification and secondly on the
appointment process. However, the number of news reports focusing on the background of the selection
counted most in the ROH administration, followed by news reports focusing on the nominees'
qualification and profiles. Meanwhile, The Washington Post focused most on the appointment process
and secondly on the nominees' qualification. But in the Obama administration, the newspaper focused
most on the nominees' qualification and secondly on the appointment process.
Research also revealed that Chosun Ilbo focused more on the moral characters of the nominees in the
PARK administration, while it equally focused on the moral characters and capacity of the nominees in
the ROH administration. The Washington post published a relatively large number of news reports
focusing on the nominees' former experience in the second Bush administration, while there were much
more news reports focusing on the nominees' political lines in the second Obama administration.
Furthermore, there was difference in the number of news reports before and after the inauguration of
each government. Chosun Ilbo and The Washington Post showed difference in the number of news
reports as well as the news contents regarding the nominees' qualification according to the government.
In terms of reporting attitude, they mostly kept the neutrality, and sometimes became critical regarding
the government personnel issues. However, while favorable news reports increasing slightly, when there
was a smaller gap in the political inclination between the government and the newspaper.
